Policy P.R.19: <br /> <br />All development within the Development Zone shall have its <br />primary access toward, or into, the City of Pleasanton. <br />However, phasing will be allowed such that early phases of <br />development may not have primary access directly into <br />Pleasanton. <br /> <br />Policy P.R.20: <br /> <br />Any new road designed to provide access to development <br />anywhere in the Ridgelands shall not cause a significant change <br />to the visual character of the Ridgelands as seen from the <br />Pleasanton valley floor and 1-580 (between Palo Verde Road and <br />Foothill Road). The new road li~kiug Sinbad Canyon to <br />Foothill Road shall be a maximum of two lanes wide, with <br />passing lanes where required. <br /> <br />Policy P.R.21: <br /> <br />Access roads should be sited so as to minimize the impact on <br />Palomares Road. <br /> <br />Environmentally Sensitive Areas - The Pleasanton Ridgelands support botanically <br />sensitive habitats and may harbor sensitive wildlife species. The Development Zone <br />also lies upstream of rural density developed areas which rely in part on natural <br />streams as a groundwater resource and which could be affected by changes to stream <br />flow quantity and/or quality. Recognizing the sensitivity of these areas, the <br />Pleasanton Ridgelands Plan has created both a Buffer Zone, where little development <br />is anticipated, and a Development Zone, requiring a comprehensive land use plan. <br />The Development Zone is sufficiently large in relation to the holding capacity to <br />allow significant areas of developable lands to be avoided should subsequent analyses <br />indicate this is needed to avoid significant impacts on such sensitive zones. While the <br />General Plan policies and the environmental review process are generally capable of <br />satisfactorily protec~ng these interests, the following specific policies shall govern <br />future development's effect upon on- and off-site sensitive areas. <br /> <br />Policy P.R.22: <br /> <br />New development shall avoid, to the extent feasible, <br />encroachment upon or disturbance of sensitive botanical and <br />wildlife habitat, unless feasible mitigation measures are available <br />to minimize such impacts. <br /> <br />Pro,am P.R.22-1: Supplemental environmental review, <br />including project-specific surveys, shall be required prior to <br />approval of any development plan in the Pleasanton Ridgelands. <br />Such review shall disclose specific impacts and mitigation <br />measures/alternatives possible to achieve the above-stated <br />policy. <br /> <br />Page 10 <br /> <br /> <br />
