Water Supply AvailabiliSy - The Ridgelands area represents a large increase in <br />the area served by Ples~_uton. Water supplies available to Pleasanton, with existing <br />sources and present usage patterns, may not be sufficient to fully serve all planned <br />growth in Pleasanton and other jurisdictions served by the common supplier. As a <br />supplement to the existing General Plan policies, the following policy will apply to <br />the Ridgelands area. <br /> <br />Policy P.R.17: <br /> <br />Development within the Ridgelands shall be contingent on an <br />adequate, reliable source of water. Water use shall be <br />conserved to the maximum extent feasible, consistent with the <br />intended uses. Alternative water sources shall be sought and <br />used, if feasible, for high water uses, Such as golf courses, and <br />for acceptable non-potable water uses, such as landscaping. <br /> <br />_Open Space Buffer Between Communifiea - A major policy goal of the Pleasanton <br />Ridgelands Plan is to maintain the open space gateway through the 1-580 corridor. <br />This furthers existing policy to separate communities by significant open space <br />buffers. However, a small portion of Development Zone abuts Palo Verde Road <br />which, if developed, would not utilize an open space buffer between communities. <br />This area was included in the Development Zone due to its potential for lower cost, <br />higher density housing which outweighs the minimal effect on the separation of <br />Pleasanton from the rural development in the Palo Verde Road/Palomares Road area. <br />Design options are available to accomplish the separation of communities in <br />conjunction with development of this area. <br /> <br />Policy P.R.18: <br /> <br />Methods other than open space (e.g., greenbelt, landscaped <br />buffer, major roadway, etc.) shall be used as a separation <br />between the Pleasanton Ridgelands development and <br />unincorporated, but urbanized, areas along Palo Verde Road. <br /> <br />Roadways - The Pleasanton Ridgelands neighborhood should be linked to Pleasanton <br />in a direct manner to achieve a continuing community of interest and thc practical <br />provision of all but the most localized services. However, the imposing topography <br />and heavily vegetated Pleasanton Ridge make provision of direct access difficult. <br />Roads are often the most obtrusive aspects of ~de development, but they need not <br />be ff they are carefully designed to avoid large cuts and/or fills and to avoid <br />alignments which will be difficult to screen with landscaping. The Pleasanton <br />Ridgelands Plan requires a new, major road linking the upper Sinbad Canyon area to <br />Foothill Road somewhere southerly of Stoneridge Drive and another major road <br />approximately along the present alignment of Cowing Road and intersecting Palo <br />Verde Road southerly of Dublin Canyon Road. These roads will need special <br />attention to achieve a satisfactory blending with their environments. <br /> <br />Page 9 <br /> <br /> <br />
