Policy P.R.11: <br /> <br />PoHcy P.R.12: <br /> <br />Policy P.R.13: <br /> <br />Policy P.R.14: <br /> <br />Open space parkland improvements, including the following, should <br />be completed in conjunction with new development, as is <br />economically feasible: <br /> <br />Re <br /> <br />trails as depicted on Exhibit P.R.-2; <br />staging areas along new roadways; <br />view points; <br />picnic facilities; <br />day camp(s); <br />camp ground(s); and <br />public amphitheater (minimum 100 seating). <br /> <br />Areas which are to be acquired, of equal priority, for open-space <br />parkland shall include, but not be limited to, the following areas: <br />a. Devaney Canyon, all drainage basin located in the Buffer <br /> <br />Zone; <br />Upper Gold Creek Canyon, except the land less than 25 % <br />slope in the northeastern comer; <br />Upper Tehan Creek Canyon, except that portion of the <br />Canyon with less than 25 % slope; <br />about 209 acres in Sinbad Canyon in the southeast comer of <br />the Pleasanton Ridgelands shown as open space parkland on <br />Exhibit P.R.-2; and <br />a trail system linking Devaney Canyon to the existing <br />EBRPD Pleasanton Ridgelands Park. <br /> <br />These areas are shown conceptually on Exhibit P.R.2. <br /> <br />Residential development in the Development Zone shall include <br />dedicated neighborhood and community parkland phased to match <br />the needs of new residents. Such parkland shall be designed to <br />meet the needs of area residents for active recreation, shall meet the <br />City standards for park acreage, but may be flexibly located and/or <br />sized to adjust to the hilly area to be developed. All <br />neighborhood/community parkland shall be fully developed in <br />conjunction with the new development in the Ridgelands. <br /> <br />New development should minimize its intrusiveness to and <br />incompatibility with existing and planned open space parklands. <br />Views from such parks of developed areas should be screened by <br />landforms (either natural or natural in appearance) and/or <br />vegetation; drainage into parklands should be minimized or <br />mitigated to minimize non-natural contaminants; buffer zones of <br />privately maintained open space should be installed between <br />development and open space parks to minimize fire, geologic, <br />and/or nuisance problems; and main roads should be utilized as <br />additional buffers when feasible. <br /> <br />Page 7 <br /> <br /> <br />
