Reading of Minutes <br /> <br /> Unless a Councilmember requests the reading of the minutes, the minutes shall <br /> be approved without reading if the Clerk has furnished each Councilmember with <br /> a copy. <br /> <br /> 3. Audio and video tape recordings of m_eetinvs <br /> <br /> It is the policy of the City Council to record its regular meetings on audio cassene <br /> and video tape. <br /> <br /> a. Not official records <br /> <br /> The audio and video tapes of the Council meetings are not the official <br /> record of those meetings. The approved minutes colBtitute the only <br /> official record. <br /> <br /> b. Maintenance of Audio Tapes <br /> <br /> Audio tapes shall be maintained in the City Clerk's office for 5 years. <br /> Tapes may be reviewed (i.e., listened to) at the City Clerk's office. The <br /> City is not required to provide verbatim wanscripts of any audio tape or <br /> to make copies thereof. <br /> <br /> c. Maintenance of Video tapes <br /> <br /> The City Clerk shall maintain video tapes of the City Council meetings for <br /> 2 years and any member may inspect such tape without charge. The City <br /> is not required to make a copy of the video tape without charge. <br /> <br />IV. MEETING ORDER & ATTENDANCE <br /> <br /> A. Presidine Officer <br /> <br /> The Mayor, if present, shall preside. In thc Mayor's absence, the Vice-Mayor shall <br /> preside. In the absence of both, the Councilmembers present shall select a Presiding <br /> Officer. <br /> <br /> The Presiding Officer shall preserve order and decorum at all meetings of the Council, <br /> announce the decisions on all subjects and decide all questions of order, subject, <br /> however, to an appeal from Councilmembers. <br /> <br /> <br />
