SECTION IV (Continued) <br /> <br />B. Right of Floor <br /> <br /> Any Councilmember desiring to speak shall fu~---t be recognized by the Presiding Officer <br /> and shall confine any remarks to the subject under consideration. <br /> <br />C. Personal Privilege <br /> <br /> The fight of a Councilmember to address the Council on a question of personal privilege <br /> shall be limited to cases in which the integrity, character, or motives of the <br /> Councilmember are in question, or to where the welfare of the Council is concerned. The <br /> Councilmember may not interrupt the speaker, however, until recogniT-ed by the <br /> Presiding Officer. <br /> <br />D. Rules of Order <br /> <br /> Except in cases of conflict with these policies, Robert's Rules Of Order shall govern the <br /> proceedings of this Council. <br /> <br />E. City Mana~,er <br /> <br /> The City Manager shall attend all meetings of the Council as set forth in Pleasanton <br /> Municipal Code Section 2.08.130, and m the City Manager's absence, the Assistant City <br /> Manager shall substitute. The City Manager may make recommendations and shall have <br /> the right to take part in all discussions of the Council, but shall have no vote. <br /> <br />F. City Attorney <br /> <br /> The City Attorney shall attend all meetings of the Council unless excused, and in the <br /> City Attorney's absence, the Assistant City Attorney shall substitute. The City Attorney, <br /> upon request, shall give opinions, either written or oral, on questions of law and shall <br /> act as the Council's parliamentarian. The City Attorney may make recommendations <br /> and shall have the right to take part in all discussions of the Council, but shall have no <br /> vote. <br /> <br />G. Police Chief <br /> <br /> The City Manager shall consider whether the Police Chief or a representative from the <br /> police departmere should attend a meeting of the Council. The Police Chief (or the <br /> representative) shall serve as the Sergeant at Arms and, at the direction of the Presiding <br /> Officer, maintain order. <br /> <br /> 9 <br /> <br /> <br />
