SECTION m (Continued) <br /> <br /> interest to the public and is within the subject matter jurisdiction of the <br /> Council and (2) is not otherwise on the agenda. <br /> <br /> b. The Council shall take no action or discuss any item raised under this <br /> portion of the agenda except that Council may briefly respond to <br /> statements made or questions posed and in addition, either on their own <br /> initiative or in response to such questions may ask a question for <br /> clarification, provide a reference to staff or other resources for factual <br /> information, or request staff to report back at a subsequent meeting. <br /> <br />3. Consent Calendar <br /> <br /> Items listed under the "Consent Calendar" are those items that staff believes will <br /> not require Council discussion and that are routine in nature. These include <br /> second readings of ordinances that were unanimously held on fhrst reading by the <br /> Council. <br /> <br /> Any Councilmember may remove any item from the consent calendar to another <br /> portion of the agenda for discussion. Prior to taking action on the Consent <br /> Calendar, a Councilmember may ask questions about, or comment on, a Consent <br /> Calendar item without moving the item from the Consent Calendar. <br /> <br />4. Public Hearings <br /> <br /> Items requiring a "Public Hearing" will comply with State law and City <br /> ordinances as to notice. Procedures for conducting Public Hearings are described <br /> in Section VI. <br /> <br />5. Matters Initiated by Council for Discussion/Action <br /> <br /> a. The purpose of the "Matters Initiated by Council" portion of the meeting <br /> is to allow Councilmembers to raise issues and, if necessary, to provide <br /> direction to staff or to direct that items be scheduled on future agendas. <br /> <br /> b. A Councilmember may request in writing that an item be placed on a <br /> future agcnda. The request shall be placed on the agenda under "Matters <br /> Initiated by Council," and the item will be placed on a future agenda if a <br /> majority of the Council present agrees. <br /> <br /> c. A Councilmember may request orally under "Matters Initiated by <br /> Council," that an item be placed on a future agenda. The item will be <br /> placed on such agenda if a majority of the Council present agrees. <br /> <br /> 6 <br /> <br /> <br />
