The Planning Commission recessed for a break at 8:54 p_ti-t. <br />Cotrtmissioner Fox leR the dais during the recess. <br />Chairperson Roberts reconvened the meeting at 9:03 p_m_ <br />c_ YDK 336, Frank Berlo~ar <br />Application for design review approval to construct an approximately <br />2,290-square-loot caretaker unit and three accessory structures that include: (1 J a. <br />building containing an approximately 900-square-foot wine barn and an <br />approxitrtately 1,776-square-toot garage/shop; (2) an approximately <br />1 ,6] 5-square-foot horse barn; and (3J ati approximately 900-square-foot hay barn_ <br />The property is located at 2200 Vireyard Avenue, in the Vineyard Avenue <br />Specific Plan area, and is zoned PUD-HR/OS Planned Unit Development - <br />Hillside Residential/Open Spaced District. <br />Commissioner Roberts recused herself due to a conflict of interest. <br />Ms_ Decker summarized the staff report and described the background and layout of the <br />sitc_ She indicated that the caretaker's unit must go through design review; the accessory <br />structures would normally be reviewed administratively but were included in the design <br />review as part of the larger project. She displayed the site design and noted the architect <br />would elaborate on the design details. The roadside and residential side elevations would <br />show the structure to be on-grade. Mr. Berlogar was amenable to lowering the plate <br />height of the structure from 12 to 10 feet, which would drop a portion of the roo£ <br />creating more visual interest and attenuation with respect to the ridgeline and the <br />landscaping. Staff recommended approval of the prof ect_ <br />THE PUBLIC HEARING WAS OPEN Ell_ <br />Peter Shutts, project architect, 4133 Mohr Avenue, described the design of the structures, <br />which were intended to be cotripatible with the hillside development and blend in with <br />the environment. He noted that the landscaping would grow rapidly and would break up <br />the hardscapc. The colors would be in earth tones, designed to blend in with the <br />environment. He requested modification of the condition involving the wine barn, the <br />geotechnical report recon-tniended that the wine barn have abasement level to anchor it to <br />the hillside, wYticlt he believed was a safety issue_ IIc noted that it would not he visible, <br />with the exception of several steps providing access to the area. <br />In response to an inquiry by Commissioner Arkin regarding the addition of the basen~tent, <br />Ms_ Decker stated that normally, residential FARs would restrict it but that in this case, it <br />did not and. would not change the appearance of the building. <br />Allen Roberts, 4148 Crrant Court, noted that he owned the two properties adjacent to the <br />subject site_ He had no objection to the plans and believed it was a tine plan that he could <br />support_ <br />PLANNING COMMISSION MINUTES April 7, 2005 Page 9 of 15 <br />
