April 2 - September 1. 1997 - Staff and City consultants prepare the General Plan amendment, <br />Specific Plan, pre-zoning and annexation applications, and EIR. <br /> <br />September 2 - October 16. 1997 - 45-day public review period for the Draft EIR (including <br />City/Neighborhood meeting, Planning Commission hearing, Park and Recreation Commission <br />hearing, and Golf Course Committee meeting). <br /> <br />October 2 - December 15. 1997 - Planning Commission review of project. <br /> <br />December 16. 1997 - February 15. 1998 - City Council review of project. <br /> <br />February 16 - April 15. 1998 - Local Agency Formation Commission (LAFCO) review and <br />action regarding the annexation application. <br /> <br />FISCAL IMPACT <br /> <br />Staff estimates that the Specific Plan and related environmental and planning documents from <br />this point will cost approximately $150,000. The total upfront cost of project planning, design, <br />and engineering is estimated to be approximately $700,000 and is budgeted in the Golf Course <br />Fund. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Council review, modify, if appropriate, and accept the Refined <br />Concept Plan. <br /> <br />Respectfully submitted, <br /> <br />Brian W.
