A preliminary geotechnical analysis for the proposed development, "Planning/Develop- <br /> ment Level Geologic and Geotechnic Investigation, Kottinger Hills, Pleasanton, Califor- <br /> nia'', was prepared by Frank Groffie, Principal Geologist, of Berlogar Geotechnical Con- <br /> sultants. The report identified the locations of landslides, a geotechnical constraints free <br /> zone, preliminary mitigation measures, etc., for the subject property and proposed devel- <br /> opment. The preliminary report, however, did not address the provision of swales and <br /> detention ponds. The preliminary geotechnical report would be peer-reviewed by a City- <br /> selected geotechnical consultant. <br /> <br /> X <br /> May be Insignificant Insignificant <br /> Significant if Mitigated <br /> <br />3.04 Air Quality Impacts (Emissions, Odors, Change in Microclimate, etc.): <br /> <br /> The residential development of the Lin property would result in incremental increases in <br /> emissions due to building heating/cooling, fireplace operation, vehicular usage, etc. In <br /> addition, there would be temporary increases in dust and vehicular emissions during the <br /> initial construction phases, e.g., rough site grading, of the project's initial development <br /> and then during later construction phases, e.g., finished site grading of the individual <br /> building lots. All grading and construction activity on the site would be subject to dust <br /> control measures to reduce potential conflicts with nearby residential developments and <br /> residential properties. <br /> <br /> X <br /> May be Insignificant Insignificant <br /> Significant if Mitigated <br /> <br />3.05 Water Related Impacts (Runoff, Flood Hazard, Quality and Quantity of Surface <br /> and Ground Waters): <br /> <br /> The Lin property is covered by ephemeral creeks, swales, and gullies. Typically, where <br /> proposed development adjoins a cheek channel, riparian area, swale, etc., the San Fran- <br /> cisco Bay Area Regional Water Quality Control Board (RWQCB), has required a 100- <br /> foot setback between the proposed development - typically determined to be any change <br /> from existing topography - and a creek channel's top-of-bank. The proposal would re- <br /> quire review and comment from responsible outside agencies including the United States <br /> Army Corps of Engineers, the California Department of Fish and Game, and the <br /> RWQCB. <br /> <br /> The proposed project would have an increase in the hard-surface areas, e.g., paving and <br /> buildings. Urban pollutants, typical of that found in similar residential developments in <br /> the City, would be introduced to the surface runoff from the site.
