3.02 Impact on Existing Uses (On- and Off-Site): <br /> <br /> The 562-acre Lin property is currently vacant and is used for cattle grazing. Its eleva- <br /> tions range from 510 feet above mean sea level to 1,080 feet in the southeast comer. <br /> Low-density residential uses are located immediately to the north - the Vintage Hills and <br /> Grey Eagle Estates developments - and to the west - the Kottinger Ranch development - <br /> of the subject property, with medium-density residential neighborhoods located further <br /> north and west of these developments. Open space areas used for agriculture and grazing <br /> lie in the hills to the south and east, which are unincorporated areas and are located out- <br /> side of the City's Urban Growth Boundary Line. <br /> <br /> Based upon Figure 1-7, "Selected Site Constraints", of the "Kottinger Hills Project Final <br /> Environmental Impact Report" (FEIR), the proposal would introduce development in site <br /> areas identified as Blue Oak Woodland/Savanna, Drainage Channels, High Visual Sensi- <br /> tivity, Landslides, and Steep Slopes. The present grazing use of the subject property <br /> would be eliminated by the proposed project, while the amount of open space on the site <br /> would be reduced in area as noted earlier. The site has some intermittent streams, which <br /> would be potentially impacted by grading in conjunction with site development and then <br /> by the storm-water and irrigation-water runoff from the private lots. <br /> <br /> X <br /> May be Insignificant Insignificant <br /> Significant if Mitigated <br /> <br />3.03 Geologic Impacts (Hazards, Change in Topography, Erosion, etc.): <br /> <br /> As estimated by the applicant, approximately 700,000 cubic yards of earth material <br /> would be moved in conjunction with initial site grading. The site is located in an area of <br /> considerable topography with rolling foothills and steep slopes characteristic of southeast <br /> Pleasanton. The majority of the site's area exceeds a 10% slope grade, with an average <br /> slope grade varying from 20% to 25% or greater. Natural drainage swales and channels <br /> are located throughout the site, with a general water flow towards the northerly and east- <br /> erly directions of the property. The proposed project would result in substantial changes <br /> to the topography in the areas of the site proposed for streets and lots. Building pads <br /> would be proposed within areas of potential seismic shaking, expansive soils, landslides, <br /> erosion, liquefaction, and poorly consolidated to semi-consolidated deposits. <br /> <br /> Implementing the City's urban stormwater runoff measures for this development would <br /> likely include settlement ponds and detention basins to contain and then pretreat storm- <br /> water mnoffbefore entering the City's storm lines as well as any natural creek, swale, and <br /> gully intended to be used for runoff. The combination of slide repair, urban stormwater <br /> runoff measures, and the finished grading of individual lots may increase the amount of <br /> graded area. <br /> <br />PUD-33, Initial Study Page 4 of] ] December 4, 2003 <br /> <br /> <br />
