· To satisfy the City's Inclusionary Zoning Ordinance, the applicants would bond with <br /> the City to construct a 20-unit project at an alternative as yet to be designated location <br /> in the City of Pleasanton, meeting the requirements of the City's Inclusionary Zoning <br /> ordinance. <br /> <br />3.0 POSSIBLE ENVIRONMENTAL IMPACTS: <br /> <br />3.01 Conformance of the Proposal with General Plan Policies: <br /> <br /> The 562-acre Lin property is covered by two land use designations of the Pleasanton <br /> General Plan: 489 acres of Rural Density Residential (< 1 du/5 ac) and 73 acres of Public <br /> Health and Safety. These land use designations are separated by the City's Urban Growth <br /> Boundary Line. The status of these land use designations are planned to be analyzed with <br /> the update of the Land Use Element of the Pleasanton General Plan currently in progress. <br /> This proposal raises General Plan land use issues including, but not limited, to: <br /> <br /> · " ..... preserve the character of existing residential neighborhoods." <br /> <br /> · ".....preserving open space areas for the protection of public health and safety, ...the <br /> production of natural resources, the preservation of wildlands, and the physical sepa- <br /> ration of Pleasanton from neighboring communities." <br /> <br /> · ".....preserving scenic hillside and ridge views of Pleasanton, Main, and Southeast <br /> Mills Ridges." <br /> <br /> · " ..... maintain a maximum housing buildout of 29,000 housing units within the Plan- <br /> ning Area." <br /> <br /> · Provide Below Market Rate housing in conformance with the City's Inclusionary <br /> Zoning Ordinance. <br /> <br /> As discussed further in the initial study, there are additional potential General Plan as <br /> well as project issues pertaining to development on steep and potentially unstable slopes; <br /> geotechnical issues; removal of existing open space, heritage trees and other vegetation, <br /> and visual resources; traffic levels-of-service, traffic safety, access, and traffic-related <br /> impacts to existing land uses and neighborhoods to the north and west of the project site; <br /> the preservation and enhancement of environmental quality in conjunction with the pro- <br /> posed housing; fire protection and response time; and the provision of public facilities <br /> and services to the project site. <br /> <br /> X <br /> May be Insignificant Insignificant <br /> Significant if Mitigated <br /> <br />PUD-33, Initial Study Page 3 of l l December 4, 2003 <br /> <br /> <br />
