2.0 PROPOSED PROJECT: <br /> <br /> Background <br /> <br /> The subject property was annexed into thc City on December 31, 1991, It is zoned PUD <br /> (Planned Unit Development) - RDR and OS (Rural Density Residential and Open Space) <br /> district. This would be the second development proposal for this property. The first pro- <br /> posal - PUD-91-13 - for a PUD development plan including 86 single-family detached <br /> homes and an 18-hole golf course was approved by the Pleasanton City Council on Octo- <br /> ber 20, 1992 but was then overturned in a referendum election held on November 2, <br /> 1993. Concerns included density, loss of existing trees, loss of open space, traffic and <br /> circulation, impacts to quality of life, etc. <br /> <br /> Proposal <br /> <br /> The applicant, James Tong of Charter Properties, on behalf of the property ownem Jenni- <br /> fer Lin, Frederic Lin, and Kevin Lin, has submitted PUD-33, an application for PUD de- <br /> velopment plan approval to develop up to 98 single-family detached homes and ancillary <br /> improvements on a 562-acre property located near the present terminus o'f Hearst Drive. <br /> (The subject property is located on the easterly side of the Kottinger Ranch development <br /> and on the southerly sides of the Vintage Hills and the Grey Eagle Estates developments.) <br /> Zoning for the property is PUD (Planned Unit Development) - RDR/OS (Rural Density <br /> Residential/Open Space) district. The proposed project would include the following fea- <br /> tures: <br /> <br /> · All proposed units would be single-family detached homes located on individual lots, <br /> varying in size from 17,000 to 48,000 square feet. <br /> <br /> · The proposed streets, lots, emergency vehicle access connections, and a new water <br /> tank site would occupy approximately 67-acres or 12-percent of the site's area, with <br /> the remaining 495-acres set aside as permanent open space. <br /> <br /> · The proposed lots would be arranged along the proposed extension of Hearst Drive, <br /> which, as proposed, would be extended approximately one-mile onto the subject prop- <br /> erty, on six cul-de-sac courts, and on seven shared access driveways/private streets. <br /> Two cul-de-sac courts would then have emergency vehicle access connections to <br /> Benedict Court - a public street - located in the Kottinger Hills development and to <br /> Grey Eagle Court - a private street - located in the Gray Eagle development. <br /> <br /> · Building and site designs, landscaping and grading designs would be controlled by <br /> design guidelines created for this purpose. <br /> <br />PUD-33, Initial Study Page 2 of l 1 December 4, 2003 <br /> <br /> <br />
