Page 3 of 3 <br />Haven project will support completion of this critical facility that provides shelter for victims of <br />domestic violence and their families from throughout the Tri-Valley, including residents from <br />Pleasanton. <br /> <br />OUTREACH <br />A Notice of Public Hearing for the March 3, 2026 City Council meeting to review and approve <br />the Draft Substantial Amendment to the FY 2025/26 Annual Action Plan was published in the <br />locally circulated newspaper The Valley Times on January 30, 2026. The Draft Action Plan <br />Amendment has been available for review and public comments for the required 30-day public <br />comment period (January 30 through March 3, 2026) as required by the City’s HUD Citizen <br />Participation Plan. The City has also solicited public comments from City subrecipients, other <br />agencies and those on the City’s CDBG distribution list. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />These actions advance the following Citywide goals and strategies: <br /> <br />ONE Pleasanton Citywide Strategic Plan: <br />• Building a Community Where Everyone Belongs, Strategy 3 – Implement high priority items <br />from the Library and Recreation Strategic Plan to continue to deliver activities and programs <br />that meet the needs and interests of the community. <br />• Building a Community Where Everyone Belongs, Strategy 12 – Implement the results of the <br />Human Services Needs Assessment and streamline housing, human services, and community <br />grant programs to increase program participation and access. <br /> <br />FISCAL IMPACT <br />The allocation of $224,630 federal CDBG funds to the Tri-Valley Haven Shiloh Rebuilding <br />project (12330701-433165-24902) will not have a direct fiscal impact on the City’s General <br />Fund, as the City has already been allocated $381,455 in CDBG funds for FY 2025 (2025/26), <br />and CDBG regulations require that the City allocate these funds to an eligible capital project. <br /> <br />Prepared by: Submitted by: Approved by: <br /> <br />Steve Hernandez, Housing <br />Division Program Manager <br />Ellen Clark, Director of Community and <br />Economic Development <br /> <br />Gerry Beaudin, City <br />Manager <br /> <br />Attachments: <br />1.
