The Draft Action Plan
Amendment has been available for review and public comments for the required 30-day public
comment period (January 30 through March 3, 2026) as required by the City’s HUD Citizen
Participation Plan. The City has also solicited public comments from City subrecipients, other
agencies and those on the City’s CDBG distribution list.

STRATEGIC PLAN ALIGNMENT
These actions advance the following Citywide goals and strategies:

ONE Pleasanton Citywide Strategic Plan:
• Building a Community Where Everyone Belongs, Strategy 3 – Implement high priority items
from the Library and Recreation Strategic Plan to continue to deliver activities and programs
that meet the needs and interests of the community.
• Building a Community Where Everyone Belongs, Strategy 12 – Implement the results of the
Human Services Needs Assessment and streamline housing, human services, and community
grant programs to increase program participation and access.

FISCAL IMPACT
The allocation of $224,630 federal CDBG funds to the Tri-Valley Haven Shiloh Rebuilding
project (12330701-433165-24902) will not have a direct fiscal impact on the City’s General
Fund, as the City has already been allocated $381,455 in CDBG funds for FY 2025 (2025/26),
and CDBG regulations require that the City allocate these funds to an eligible capital project.

Prepared by: Submitted by: Approved by:

Steve Hernandez, Housing
Division Program Manager
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1.
