Page 2 of 3 <br />Staff provided an update to City Council on December 16, 2025, outlining the recommended <br />additional funding for the Tri-Valley Haven project, and the City Council directed staff at that <br />time to proceed with drafting the Substantial Amendment for formal review and approval. At <br />the same meeting, the City Council separately approved allocation of $228,805 in State <br />Permanent Local Housing Assistance (PLHA) funds to the project for the purpose of funding <br />interim housing for shelter residents during construction of the new shelter. <br /> <br />DISCUSSION <br />Additional CDBG funds to Tri-Valley Haven’s Shiloh Rebuilding Project <br />Tri-Valley Haven is currently constructing a new 45-bed domestic violence shelter. The cities of <br />Dublin, Livermore, and Pleasanton have been collaborating to assist Tri-Valley Haven with this <br />project since 2023. The City has already allocated $500,000 in CDBG funds - $250,000 in FY <br />2023/24 and another $250,000 in FY 2024/25 – to this project. <br /> <br />The project is progressing. The demolition of the old buildings was completed in September <br />2024, a contractor has been selected, and construction commenced in December 2025. <br />However, the project currently has a $1.5 - $2 million funding gap. Tri-Valley Haven has $9.6 <br />million committed with a total project budget of an estimated $11.4 million. <br /> <br />Action Plan Amendment <br />The City’s HUD-required Citizen Participation Plan is critical in ensuring that Pleasanton <br />residents are provided the opportunity to provide input and comment on the 5-Year <br />Consolidated Plan and Annual Action Plans that outline how the City plans on using CDBG <br />funds to address community development needs throughout the City. It also provides the <br />following criteria for Substantial Amendments to the Action Plan: <br /> <br />• Changes in the use of CDBG funds from one eligible activity to another shall constitute a <br />substantial amendment, subject to the requirements set forth under Section VIII of the Citizen <br />Participation Plan. <br /> <br />Consequently, the HUD-approved FY 2025/26 Annual Action Plan is being amended to <br />allocate $224,630 of currently unallocated CDBG capital project funds to Tri-Valley Haven. <br /> <br />The Substantial Amendment to the FY2025/26 Annual Action Plan provides the City with the <br />opportunity to offer the Shiloh Rebuilding project additional financial support. The additional <br />CDBG funds will contribute to closing Tri-Valley Haven’s current funding gap. Tri-Valley Haven <br />is conducting fundraising and pursuing other avenues to help address the remaining gap. <br /> <br />Staff recommends that the City Council review the attached Draft Substantial Amendment to <br />the FY 2025/26 Annual Action Plan, hear any public testimony regarding the Draft Action Plan <br />Amendment and approve its submission to HUD for review and approval. <br /> <br />EQUITY AND SUSTAINABILITY <br />The HHSG program, which encompasses the allocation of federal CDBG funds, provides grant <br />funds to non-profit agencies to deliver direct programs and services to benefit low-income <br />Pleasanton residents, those who are unhoused or at risk of becoming unhoused, and those <br />with special needs. Providing these grant funds helps those populations remain a part of the <br />Pleasanton community and provides them with support and assistance. Funding the Tri-Valley <br />Page 4 of 13
