ATTACHMENT 1 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING A SUBSTANTIAL AMENDMENT TO FY 2025/26 ANNUAL ACTION PLAN FOR THE USE OF FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS AND APPROVING RELATED BUDGET AMENDMENTS IN THE CDBG FUND (FUND 123) WHEREAS, the City of Pleasanton as an entitlement community receives Community Development Block Grant (CDBG) funding on an annual basis from the U.S. Department of Housing and Urban Development (HUD). As part of the requirements to receive this funding, the City must prepare and submit an Annual Action Plan (Action Plan) to HUD; and WHEREAS, on July 15, 2025, the City Council by Resolution No. 2025-038 approved the City’s proposed FY 2025/26 Annual Action Plan, which lists the projects and activities to be funded with CDBG funds in FY 2025/26 covering July 1, 2025 through June 30, 2026, to be submitted to HUD, and on November 21, 2025, HUD approved the City’s FY 2025/26 Annual Action Plan; and WHEREAS, the City must amend its FY 2025/26 Annual Action Plan in order to allocate an additional $224,630 in federal CDBG funds to the Tri-Valley Shiloh Rebuilding project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The City Council approves the Substantial Amendment to the FY 2025/26 Annual Action Plan as shown in the attached Exhibit A and directs its submittal by staff to HUD for review and approval. SECTION 2. This resolution shall become effective immediately upon its passage and adoption. SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions.
