Page 1 of 3 <br />Item #1 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />March 3, 2026 <br />Community and Economic Development <br /> <br />TITLE: ADOPT A RESOLUTION APPROVING THE SUBSTANTIAL AMENDMENT TO <br />THE FY 2025/26 ANNUAL ACTION PLAN FOR THE USE OF FEDERAL <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS AND APPROVE <br />RELATED BUDGET AMENDMENTS IN THE CDBG FUND (FUND 123) <br /> <br />SUMMARY <br />Pleasanton has been awarded $381,455 in federal Community Development Block Grant <br />(CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for fiscal <br />year 2025/26. This follows HUD’s approval of the City’s Annual Action Plan for FY 2025/26 <br />which outlines the City’s fiscal year programs and projects that would be funded with federal <br />CDBG funds. This report summarizes a proposed Substantial Amendment to the FY 2025/26 <br />Annual Action Plan to allocate an additional $224,630 in CDBG funds to support the Tri-Valley <br />Haven Shiloh Rebuilding project that will construct a new domestic violence shelter. The City <br />Council received a report on the status of the Tri-Valley Haven project on December 16, 2025, <br />and at that time directed staff to prepare the substantial amendment to the Action Plan to <br />formally reflect the new funding allocation. <br /> <br />RECOMMENDATION <br />1. Adopt the resolution approving the Substantial Amendment to the FY 2025/26 Annual <br />Action Plan. <br />2. Adopt the resolution approving related budget amendments in the CDBG fund <br />(12330701-433165-24902) for fiscal year 2025/26. <br />3. Approve and authorize the City Manager to execute the attached Third Amendment to <br />the agreement with Tri-Valley Haven for the Shiloh Rebuilding project. <br /> <br /> <br />BACKGROUND <br />Since 1994, the City of Pleasanton has administered federal Community Development Block <br />Grant (CDBG) funds received from the U.S. Department of Housing and Urban Development <br />(HUD). The CDBG program annually provides formula “entitlement” grants to states and local <br />governments with populations greater than 50,000, such as Pleasanton. Pleasanton’s federal <br />CDBG allocation for fiscal year (FY) 2025/26 is $381,455. CDBG regulations require <br />Pleasanton to allocate $224,630 of these funds to a capital project; however, such allocation <br />has not yet been made this fiscal year since the City did not receive any applications for capital <br />projects in the most recent Housing and Human Services Grant (HHSG) application process. <br /> <br />After the close of the HHSG grant process, staff identified an eligible capital project, Tri-Valley <br />Haven’s Shiloh Rebuilding project, as having a funding gap that the CDBG funds could help <br />close. Staff therefore recommends allocating additional CDBG funding to Tri-Valley Haven, <br />which requires a Substantial Amendment to the City's FY 2025/26 HUD Annual Action Plan. <br />Page 3 of 13
