City of Pleasanton <br />2025 Water Rate Study <br /> <br />Water Resources Economics <br />14 <br />Figure 1-7: Bi-Monthly Water Bills at Very High Usage Comparison <br /> <br />1.10 PROPOSED DROUGHT RATES <br />PROPOSED DROUGHT RATES <br />The City’s Water Shortage Contingency Plan (WSCP) consists of six stages of drought, which all require <br />different levels of usage reduction by the City’s customers. When customers reduce their usage at each <br />stage, the City’s rate revenues from variable charges are directly impacted. Drought rates are a tool for <br />the City to effectively respond to water shortage emergencies while maintaining financial sufficiency and <br />operational reliability. Drought rates are designed to recover the costs of drought, which include the loss <br />of variable revenues and any difference (savings) in water supply costs. <br /> <br />The City has elected to provide a water usage allotment of 8 ccf per bill for all customers. The drought <br />allotment recognizes that usage reductions are more difficult for customers that are already using low <br />amounts of water during non-drought conditions.
