City of Pleasanton
2025 Water Rate Study

Water Resources Economics
15
Table 1-14 shows the proposed combined variable charges and drought rates in each stage for the four-
year period. The variable charges in Table 1-8 are added to the incremental drought rates in Table 1-13 to
calculate the combined variable charges.

Table 1-14: Proposed Combined Variable Charges and Drought Rates
Line Combined
Variable Rates Stage 1 Stage 2 Stage 3 Stage 4 Stage 5 Stage 6
1 Effective 1/1/2026 $6.14 $6.72 $7.54 $8.78 $10.88 $15.24
2 Effective 1/1/2027 $7.07 $7.74 $8.68 $10.11 $12.52 $17.54
3 Effective 1/1/2028 $7.65 $8.37 $9.38 $10.93 $13.53 $18.95
4 Effective 1/1/2029 $8.27 $9.05 $10.14 $11.81 $14.62 $20.47

CUSTOMER IMPACTS
WRE evaluated the impacts of the drought rates for Single Family customers. This section shows the
impacts for Stages 2 and 3, which are the drought rates most likely to be implemented during drought.
The body of this report includes the customer impacts for all six stages.

Table 1-15 shows the proposed Stage 2 impacts for a Single Family customer with a 5/8” meter using 24
ccf of usage every two months (prior to any usage reductions mandated by each stage). During a Stage 2
water shortage, this customer will pay $16.32 more each month if they do not reduce their usage
according to Stage 2 (Line 3), which correlates to a 20% reduction. The drought charge (Line 3) reflects an
exemption for 8 ccf that is exempt from being charged drought rates per bi-monthly billing period.
However, if this customer does reduce their usage by 20% and uses 19 ccf every two months instead,
they will have a lower bi-monthly bill than in normal, non-drought conditions despite the drought rates.

Table 1-15: Proposed Single Family Customer Impacts (Stage 2 Shortage, Year 1)
Line
Stage 2 Single Family
Customer Impacts - 5/8"
meter, Average Use
No Drought -
Average Use, 24 ccf
Drought Stage 2, No
Reduction - Average
Use, 24 ccf
Drought Stage 2,
With Reduction -
Average Use, 19 ccf
1 Bi-Monthly Fixed Charge $58.33 $58.33 $58.33
2 Variable Charge $136.80 $136.80 $108.30
3 Drought Charge $0.00 $16.32 $11.22
4 Total Bi-Monthly Bill $195.13 $211.45 $177.85
