Page 2 of 3 <br />DISCUSSION <br />The Altamont Settlement Agreement requires the EAB to submit a proposed allocation of funds <br />on an annual basis by April 1. In accordance with the Altamont Settlement Agreement, <br />concurrence by the NCRA, the Cities of Pleasanton and Livermore, and Alameda County is <br />necessary to fund any proposed allocation from the Education Account. <br /> <br />On January 27, 2025, the EAB unanimously approved the proposed 2025/2026 Expenditure <br />Plan (see Exhibit A of Attachment 1). The Expenditure Plan outlines a process for funding <br />mini-grants, annual competitive grants, multi-year grants, Alameda Landowners Against <br />Mismanagement (ALARM) mitigation grants, and Board-initiated projects, setting funding goals <br />for each grant category. For Fiscal Year 2025/2026, the EAB is proposing the following <br />schedule for disbursement of funds, totaling $628,665: <br />• $286,000 in project grants <br />• $135,000 in mini-grants <br />• $110,040 in multi-year grants <br />• $50,000 in EAB-initiated projects <br />• $12,625 for financial management and administrative support (City of Livermore) <br />• $30,000 for staff support <br />• $5,000 for EAB communications, website <br />• $0 for landfill mitigation projects (ALARM – fund has reached maximum amount of <br />$100,000). <br /> <br />Additional grants may be awarded from unexpended funds allocated for previous fiscal years <br />held in stewardship by the City of Livermore. The current unexpended fund balance is <br />approximately $25,000. <br /> <br />Each year the EAB provides an Annual Report to the authorizing entities detailing the <br />programs that were funded the previous year and the related success rates of each funded <br />program. The 2024 Annual Report can be found in Attachment 2. Grants awarded in 2024 <br />included a $5,000 grant to the Canyon Meadows HOA in Pleasanton to support its composting <br />and recycling expansion, a $3,000 grant to Tri-Valley Haven's Food Pantry Grocery Rescue <br />Program to help fund a driver to pick up recovered food from local grocery stores, and a <br />$40,000 grant to the Pleasanton-based Go Green Initiative for its continued work with the <br />Hayward Unified School District to prevent and reduce waste in schools. <br /> <br />Pleasanton has encouraged the EAB to seek out ways of expanding outreach and education of <br />this grant program, to increase community knowledge and opportunity for distribution of grant <br />funds within the county. City staff involved in efforts related to waste reduction and recycling <br />have been made aware of the EAB grant program so they may review opportunities and <br />potentially seek grant funds for City-related efforts in the future, as well as share information on <br />the availability of the grant program to interested community groups, nonprofits, educational <br />institutions, and other parties within the city that may benefit from this available funding. The <br />annual grant application period typically runs from January to March.
