Page 1 of 3 <br />Item #3 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />April 15, 2025 <br />Community Development <br /> <br />TITLE: ADOPT A RESOLUTION TO APPROVE THE ALTAMONT SETTLEMENT <br />AGREEMENT EDUCATION ADVISORY BOARD'S $628,665 EXPENDITURE <br />PLAN FOR FISCAL YEAR 2025/2026 <br /> <br />SUMMARY <br />The Altamont Settlement Agreement Education Advisory Board (EAB) annually prepares an <br />Expenditure Plan for consideration by the authorizing entities. The proposed Expenditure Plan <br />for Fiscal Year 2025/2026 has been submitted for approval by the City Council. In accordance <br />with the Altamont Settlement Agreement, concurrence by the Northern California Recycling <br />Association (NCRA), the Cities of Pleasanton and Livermore, and the Alameda County Board <br />of Supervisors is necessary to fund any proposed allocation from the Education Account. The <br />Expenditure Plan outlines the Board’s proposed funding allocations for recycling and education <br />program grants. The EAB is requesting the Pleasanton City Council approve the Expenditure <br />Plan for the upcoming fiscal year. <br /> <br />RECOMMENDATION <br />Adopt a resolution to approve the Altamont Settlement Agreement Education Advisory Board's <br />$628,665 Expenditure Plan for Fiscal Year 2025/2026. <br /> <br />BACKGROUND <br />As part of the settlement of litigation over the expansion of the Altamont Landfill, the parties to <br />the litigation agreement (Alameda County, Waste Management of Alameda County, the Cities <br />of Livermore and Pleasanton, and various environmental groups) agreed that the County <br />would impose a surcharge on incoming waste at the Altamont Landfill and Resource Recovery <br />Facility and Vasco Road Landfill. Each January, the fee is reviewed in relation to the <br />Consumer Price Index (CPI) for the most recent 12-month period and may be increased as <br />appropriate. The portion of the fee that funds the Education Account is $0.47 per ton <br />originating from the Altamont Landfill, and $0.46 per ton originating from the Vasco Road <br />Landfill, which generates approximately $600,000 annually. <br /> <br />The Altamont Settlement Agreement EAB meets approximately monthly. The EAB consists of <br />five voting members, including two members from the Northern California Recycling <br />Association, one member from the City of Pleasanton (seat currently vacant), one member <br />from the City of Livermore, and one member from the Alameda County Recycling Board. The <br />Pleasanton representative Board seat is currently vacant, and a board member is being <br />sought. <br /> <br />The EAB can propose the allocation of funds in the Education Account to support diversion <br />education programs, job training in the field of waste diversion and recycling, and to mitigate <br />the impacts of the Altamont Landfill on the affected neighboring community. <br /> <br />Page 15 of 223
