Page 2 of 4 <br />ADA ramps to be directional with the crosswalks or the truncated ADA domes to expand <br />across the crosswalks, which results in higher costs for ADA ramp replacement. This requires <br />replacing all ADA ramps where only one ramp currently services both crosswalks. <br /> <br />The proposed concrete work is carefully coordinated to be done before the Annual Street <br />Resurfacing Project, which is scheduled for construction in summer 2025. By law, street <br />resurfacing triggers the requirement to address any ADA deficiencies, which this project does <br />in preparation for the street paving work. Current ADA guidelines also require pedestrian push <br />buttons to be updated to current standards where ADA ramps are being replaced. One of the <br />City’s on-call traffic maintenance providers will perform the ADA-compliant pedestrian push <br />button improvements. See the location map provided as Attachment 1 for the general planned <br />work project locations. <br /> <br />Project Support Under Unforeseen Conditions <br />Project support services, the estimated cost of which is accounted for in the financial <br />expenditure summary (Attachment 2) but not a part of the construction contract with Villalobos <br />& Associates, may include work under existing on-call consultant agreements previously <br />approved by the City Council. This may include root pruning and soil condition assessments <br />due to unforeseen conditions. <br /> <br />Several sections of curb, gutter, sidewalk, and ADA ramps are affected by tree roots. Once the <br />concrete is removed in these areas, the City’s on-call arborist, West Coast Arborists, Inc. <br />(WCA), will assess the roots to determine whether pruning is feasible or if the extent of pruning <br />would compromise the tree’s health and stability. WCA will provide a recommendation to City <br />staff, who will then direct whether to proceed with pruning or, if necessary, tree removal. The <br />priority is to preserve the trees whenever possible, with removal as a last resort. However, if <br />the root pruning required for concrete replacement is too extensive and jeopardizes the tree’s <br />stability, the tree will be removed. When feasible, a replacement tree may be planted in an <br />appropriate location. <br /> <br />Additionally, depending on soil conditions encountered during construction, the City may <br />engage one of its on-call geotechnical firms for soil and materials testing to ensure that <br />improvements are built on a stable sub-base. <br /> <br />Bids <br />Sealed bids for this project were opened on January 22, 2025. A total of 11 bids were <br />received, ranging from $485,624 to $711,055, compared with the Engineer’s Estimate of <br />$610,000 (see Attachment 3). The bid from J.J.R. Construction, Inc. was deemed non- <br />responsive as the required addendum was omitted from its bid documents, resulting in 10 valid <br />bid submissions. The responsible lowest bid was received from Villalobos & Associates, Inc. of <br />Campbell, California, in the amount of $485,624, which is approximately 25 percent lower than <br />the Engineer’s Estimate. Staff reviewed the lowest bidder’s bid prices and deemed them to be <br />reasonable and acceptable. The work performed under the past two years’ winning bids by <br />Villalobos & Associates, Inc. was verified to be satisfactory. Staff recommends the City Council <br />award the construction contract to Villalobos & Associates, Inc. <br /> <br /> <br /> <br /> <br />Page 34 of 56
