IN THE AMOUNT OF $485,624 FOR THE ANNUAL CURB AND GUTTER <br />FOR STREET RESURFACING PROJECT, CIP NO. 25509, AND APPROVE <br />BUDGET AMENDMENTS IN THE GAS TAX FUND <br /> <br />SUMMARY <br />This annual project, which removes and replaces damaged concrete sidewalks, curbs and <br />gutters, includes installing or modifying the Americans with Disabilities Act (ADA) pedestrian <br />access ramps where none exist or are significantly out of compliance with current ADA <br />standards and the installation and/or modification of pedestrian push buttons to meet new ADA <br />standards. The project was designed in-house, then competitively bid for construction. Staff <br />recommends the City Council award the construction contract to the lowest responsible bidder, <br />Villalobos & Associates, Inc. in the amount of $485,624. <br /> <br />RECOMMENDATION <br />1. Award a construction contract for Annual Curb and Gutter for Street Resurfacing <br />Project, CIP No. 25509 to Villalobos & Associates, Inc. of Campbell, CA, for the low bid <br />amount of $485,624. <br />2. Authorize the City Manager to enter into the construction contract with Villalobos & <br />Associates, Inc. <br />3. Authorize the Director of Public Works to approve and execute contract change orders <br />for a project contingency amount not to exceed $73,000 (approximately 15 percent of <br />the contract). <br />4. Approve budget amendments in the Gas Tax Fund (Fund 160), transferring $59,322 <br />from the Annual Sidewalk and Intersection Ramp Installations (ADA), (CIP No. 25505), <br />to the Annual Curb and Gutter for Street Resurfacing Project, (CIP No. 25509). <br /> <br /> <br />BACKGROUND <br />The project removes and replaces the curb and gutter in identified locations to improve <br />stormwater drainage and damaged sidewalks that are potential trip hazards. Pedestrian <br />access ramps damaged, missing, or significantly out of compliance with current ADA <br />standards will be upgraded as part of the project. <br /> <br />DISCUSSION <br />The Annual Curb and Gutter for Street Resurfacing Project, CIP No. 25509, will remove and <br />replace approximately 3,500 square feet of sidewalk and 660 linear feet of curb and gutter, <br />install 51 new pedestrian ramps, construct improvements to 7 existing pedestrian ramps to <br />bring them into ADA compliance, replace 380 linear feet of median island curb, and install new <br />or modify existing pedestrian push-button poles to meet new ADA standards. Recent ADA <br />laws require more ADA ramps to be replaced than anticipated, as the new laws now require <br />Page 33 of 56
