Page 2 of 3 <br />Excavator truck has been in service for 10 years, which is the limit of its expected useful life. <br />With 21,521 miles and 3,413 engine hours, maintenance costs have risen significantly, totaling <br />$65,708. <br /> <br />Unit No. 118 (Mini Excavator) <br />Unit No. 118, a Bobcat mini excavator, is used for tasks such as trenching for water and sewer <br />line repairs, digging around delicate infrastructure, and performing emergency utility work <br />without causing unnecessary disruption to roadways or surrounding properties. This excavator <br />has been in service for over 34 years, exceeding the standard lifespan of 7-10 years. With 855 <br />engine hours and $18,917 in maintenance costs, the unit is no longer cost-effective to operate. <br /> <br />DISCUSSION <br />Vac-Con Truck <br />The City currently owns only one Vac-Con truck, that is used for sanitary sewer and storm <br />drain maintenance that complies with state mandates and prevents Sanitary Sewer Overflows <br />(SSOs) which pose serious public health and environmental risks. Additionally, the Vac-Con <br />truck is used in storm events to prevent property damage by clearing storm drains and <br />reducing flooding risks as State regulations mandate that sewer collection systems be cleaned <br />and flushed regularly. <br /> <br />This specialized equipment requires technical support and repairs using custom parts, many of <br />which are becoming obsolete. When the Vac-Con truck breaks down, it must be sent to <br />southern California for repairs, and the wait time for custom parts and servicing can take <br />several months. Rental Vac-Con trucks are scarce in the Bay Area, with limited availability; <br />securing a rental often takes weeks, delaying critical maintenance and emergency response <br />efforts. Additionally, rental costs exceed $25,000 per month, posing a significant financial and <br />operational challenge for the City. <br /> <br />Additionally, a new Vac-Con truck provides emergency flood response during storm events to <br />clear storm drains, preventing property damage; improved performance through enhanced <br />suction power and tank capacity for faster and more effective cleaning; and environmental <br />compliance with CARB emissions standards, reducing the City’s carbon footprint, and avoiding <br />fines for non-compliance. <br /> <br />Mini Excavator <br />The compact excavator is a critical piece of equipment for the City, as it is vital in maintaining <br />and repairing essential underground infrastructure. The mini excavator is used for trenching, <br />utility repairs, and confined-space excavation for critical sewer and storm drain repairs and <br />replacement. Its compact size allows for precision excavation in confined spaces where larger <br />machinery cannot operate, such as narrow alleyways, residential neighborhoods, and areas <br />with existing underground utilities. <br /> <br />Additionally, a new mini excavator provides increased efficiency, reduced maintenance costs; <br />and compliance with CARB standards to meet strict emissions requirements. <br /> <br />By replacing these outdated units, the City will reduce downtime, lower maintenance costs, <br />and enhance its ability to respond efficiently to emergencies and routine operations. <br /> <br />Page 24 of 56
