IN THE AMOUNT OF $800,750 AND <br />A PURCHASE ORDER WITH PETERSEN CAT IN THE AMOUNT OF $171,803 <br />INCLUSIVE OF A 15 PERCENT CONTINGENCY TO BE PAID FOR BY THE <br />SEWER ENTERPRISE FUND <br /> <br />SUMMARY <br />Included in the City’s Vehicle Replacement Plan are the replacement of two critical pieces of <br />equipment: Unit No. 119A, a 2015 Peterbilt-Camel Hydro Excavator truck, and Unit No. 118, a <br />Bobcat mini excavator. These replacements are essential to maintaining operational efficiency <br />and ensuring compliance with current emission standards. Both units have exceeded their <br />useful lifespans, resulting in increased maintenance costs, reduced reliability, and non- <br />compliance with California Air Resources Board (CARB) emission standards which could result <br />in fines. These equipment purchases total $972,553 with a purchase amount $800,750 for the <br />Vac-Con Truck, and a purchase amount of $149,394 plus a 15 percent contingency of $22,409 <br />for a total not to exceed cost of $171,803 for the mini excavator. <br /> <br />RECOMMENDATION <br />Authorize the City Manager to: <br />• Execute a purchase order with Vac-Con, Inc. (via Municipal Maintenance Equipment) <br />for the purchase of a Vac-Con VTAQD312HE/1500 Titan truck in the not-to-exceed <br />amount of $800,750; and <br />• Execute a purchase order with Peterson CAT for the purchase of a Caterpillar Model <br />306 Compact Excavator in the amount of $149,394, plus a 15 percent contingency <br />($22,409), for a not-to-exceed amount of $171,803. <br /> <br /> <br />BACKGROUND <br />The City is responsible for maintaining the sanitary sewer collection system and storm drain <br />infrastructure. Proper maintenance of these systems is required under state regulations, <br />including California State Water Resources Control Board mandates to prevent Sanitary Sewer <br />Overflows (SSOs), which can result in fines, environmental damage, and public health <br />hazards. Replacing outdated equipment as part of the City's 20-Year Vehicle Replacement <br />Plan ensures operational reliability and cost efficiency. <br /> <br />Vac-Con Truck Unit No. 119A (Camel Hydro Excavator Truck) <br />The Vac-Con truck is essential for cleaning sewer lines as required by the State Waterboard <br />Sewer System Management Plan (SSMP), responding to spills, cleaning storm drains and <br />catch basins, and supporting emergency operations.
