Lots 1 through 17 (Phase 1), located at the westerly end of the Plan Area. may receive <br />interim water service by connecting to the City 's existing Bonde Zone Water Pressure <br />System. A 16-inch Bonde Zone trunk line currently extends easterly within Vineyard <br />Avenue to a point near the Phase 1 eastern boundary at Lot 15 as shown in <br />Figure Vlll-1. This line will serve a limited number of homes on an interim basi s with <br />concurrent completion of a secondary loop . The loop will extend south from Vineyard <br />Avenue through Lot 14 and connect through an existing easement to the northerly end <br />of Foxbroug h Place. This project will be funded and undertaken by the City since it <br />serves the overall City-wide system . Reimbursement payments to the Vista Diablo and <br />Ruby Hill developers for previous water trunk line improvements ( oversizing and <br />installation , respectively) in Vineyard A venue will also be required . <br />Phase 2 water system improvements are intended exclusively to meet the fire flow and <br />limited domestic needs of the elementary school. These improvements include an <br />extension of the 16-inch Bonde Zone trunk line within existing Vineyard Avenue from <br />the Phase 1 eastern boundary to the eastern border of the Plan Area to connect with <br />Zone 7 Turnout #6 . Phase 2 improvements do not include the pump station, storage <br />tank , and supply line but would require some additional valving to reduce pressure within <br />the distribution line at a point immediately below the Ruby Hill development. A more <br />detailed hydraulic analysis will be necessary to confirm system performance for Phase 2 <br />(based on fire-flow requirements). <br />Phase 3 improvements will include a pump station, storage tank , and supply line (as well <br />as the 16-inch Bonde Zone trunk line extension in the event that Phase 2 work is not <br />completed in advance). The Phase 3 pump station, water tank , and supply line are to be <br />funded in advance by the City and timed to coincide with the first residential project in <br />Phase 3 . The cost of these improvements are to be reimbursed to the City through a <br />water facility improvement fee with actual funds being credited to the City generally <br />following payment of all other shared Plan Area water system improvement <br />reimbursements. The owner of Lot 25 shall be compensated for the water tank land cost. <br />The water tank access road and supply line easements shall either be dedicated to the <br />City as a condition of Lot 25 subdivision map approval or acquired by the City with full <br />reimbursement to the City by the developer of Lot 25 at the time of subdivision map <br />recordation. <br />2. Sanitary Sewer System Improvements <br />Sanitary sewer system improvements include construction of an 18-inch parallel trunk <br />line from First Street to Bernal Avenue by the City (Sewer Master Plan Section 1), a <br />12-inch replacement trunk line from Bernal Avenue to Tioga Court (Sewer Master Plan <br />Section 2) with partial funding participation by the City, a new ten-inch trunk line from <br />Tioga Court to Vineyard Avenue at Lot 8 , an eight-inch line connection between <br />Foxbrough Place and Vineyard Avenue at the northwest comer of Lot 14 by the City , <br />a new eight-inch trunk line within the full length of the realigned Vineyard Avenue , and <br />96
