a sewage pump station and short segment of force main at the westerly end of Lot 18. <br />The location and phasing of these improvements are illustrated in Figure VIII-2. <br />Table VIII-4 presents a summary of related cost components, including reimbursement <br />to the developer of Ruby Hill for the previously completed extension of a sewer trunk <br />line within the straightened "S"-Curve portion of Vineyard Avenue. Table VIII-5 <br />contains the sewer system cost allocations. <br />Sewage discharge from single-family housing in the Plan Area is estimated to average <br />220 gallons per day per unit, or 1.0 EDU . The 12-acre elementary school is expected <br />to generate approximately 4,000 gallons per day, or 18.2 EDU's. Sewage discharge for <br />the park is estimated at 400 gallons per day which translates into 1.8 EDU's . Equivalent <br />dwelling unit calculations are provided in Table VIII-1 for each applicable Plan Area land <br />use. <br />Phase 1 of the sewer improvements includes construction of an 18-inch parallel trunk line <br />from First Street to Bernal Avenue (Sewer Master Plan Section 1), and a 12-inch trunk <br />line from Bernal Avenue to Tioga Court (Sewer Master Plan Section 2). It will also <br />require a ten-inch trunk line extension from Tioga Court to the southwest comer of <br />Lot 8 . This is necessary to avoid overburdening of existing facilities east of Tioga <br />Court. In addition , an eight-inch connector line will be constructed by the City from <br />Vineyard Avenue through Lot 14 to Foxbrough Place to eliminate the pump station and <br />force main which now serve the Foxbrough Estates area. <br />Except for the interim sewer facilities permitted for the school in Phase 2 as outlined in <br />Chapter VI, Phase 3 will require completion of a pump station and force main and <br />extension of the eight-inch trunk line along the new alignment of Vineyard Avenue. <br />3. Roadway Improvements <br />Shared public roadway improvements within the Plan Area and reimbursement <br />responsibilities for prior roadway improvements benefiting the Plan Area include the <br />proposed realignment of Vineyard A venue between the east end of the straightened <br />"S"-Curve section of Vineyard Avenue and the eastern boundary of the Plan Area <br />(including a traffic signal at the intersection with the loop street which borders the west <br />side of the elementary school), trail and landscaping improvements to the existing <br />Vineyard A venue, reimbursement to the Vista Diablo developer for certain recently <br />completed street improvements along the south side of the Vineyard A venue centerline <br />at the Vista Diablo frontage, and reimbursement to the Ruby Hill developer for <br />straightening the"S"-Curve segment of Vineyard Avenue. Figure VIll-3 illustrates the <br />shared roadway location and phasing, Table VIIl-6 contains a summary of related cost <br />components, and Table VIII-7 contains the roadway system cost allocations. <br />97
