<br />2 <br /> <br /> <br />addition, the proposed project would include the removal of the existing paved roadway, the <br />concrete drainage ditch, and a portion of on-site trees from the project site. The proposed project <br />would include the subsequent development of a single-story 6,445-sf teppanyaki restaurant with <br />a maximum capacity of up to 327 individuals. The restaurant building would be located in the <br />southernmost portion of the project site and would include a kitchen, bar, dining room with nine <br />cooking stations, lobby, office, bathrooms and utility room. A parking lot with a total of 43 stalls <br />would be situated in front of the restaurant and would generally occupy the remainder of the site. <br />new concrete V-ditch for drainage would be installed along the entire southern, eastern, and <br />western boundaries of the site. A new bioretention area would be located along the northern <br />boundary of the project site, adjacent to Dublin Canyon Road. Site access would be provided by <br />a new driveway off the new paved road along the western boundary of the project site. The <br />project would also include off-site improvements, such as construction of a new concrete <br />sidewalk with trees and landscaping along Dublin Canyon Road. In addition, the existing private <br />roadway located along the western boundary of the project site would be reconfigured and would <br />include a new emergency vehicle turnaround. <br /> <br />The proposed project will require City approval of the following entitlements: <br />• Design Review; and <br />• Tree Removal Permit. <br /> <br />APPROACH <br />Based on Raney’s review of the project materials and conversations with City planning staff, <br />Raney proposes to prepare an IS/MND to analyze the potential environmental effects associated <br />with the proposed project. The IS/MND will be prepared using the checklist contained in <br />Appendix G of the CEQA Guidelines and the standard City of Pleasanton format. Raney <br />anticipates that the potential impacts will be less-than-significant; therefore, the appropriate <br />CEQA document will be an IS/MND. Raney will work closely with City staff throughout the <br />preparation of the IS/MND and determination of appropriate findings. The IS/MND will provide <br />a discussion of the impacts related to implementation of the proposed project. <br /> <br />Raney anticipates that the key issue areas, which may require a more in-depth discussion in the <br />IS, may include but not be necessarily limited to air quality and greenhouse gas (GHG) <br />emissions, biological resources, cultural resources, and geology and soils. Raney will utilize <br />existing information for the project site and the City of Pleasanton to the greatest extent feasible, <br />including the City of Pleasanton General Plan and General Plan EIR, technical reports prepared <br />as part of the 2008 IS/ND, technical reports provided by the applicant team, technical reports to <br />be prepared by Raney and its subconsultants, technical peer reviews of any available technical <br />reports, and analysis prepared by the Raney team for evaluating the potential environmental <br />impacts associated with the proposed project. Raney assumes that any additional project <br />information needed to facilitate the environmental review of the project will be supplied by the <br />City or the applicant through the City. <br /> <br />Raney will remain objective and rely on the City to make the ultimate determination on the <br />conclusions and any mitigation measures.
