Box 520 <br />Pleasanton, CA 94566 <br /> <br />Re: Scope of Work for Hana Japan Restaurant Project Initial Study/Mitigated Negative <br />Declaration <br /> <br />Dear Ms. Soo: <br /> <br />On behalf of Raney, a division of Raney Planning & Management, Inc., I am pleased to submit <br />the following proposal for preparation of an Initial Study/Mitigated Negative Declaration <br />(IS/MND) for the Hana Japan Restaurant project (proposed project). The following scope of <br />work has been tailored based on our understanding of the project and the information that you <br />have provided to date. The scope of work may be further refined in coordination with you and <br />City staff, as needed. We look forward to the opportunity to work with you on this project. <br /> <br />PROJECT UNDERSTANDING <br />Project Location <br />The project site is located on the lower northern slope of a hillside at 11991 Dublin Canyon Road <br />in the City of Pleasanton, California. A concrete drainage ditch bisects the 1.16-acre parcel (APN <br />941-1710-101) from east to west and trees are scattered throughout the site; the remainder of the <br />site is undeveloped. A private paved roadway is located along the western boundary and <br />provides access to the project site and a residence located south of the project site. Surrounding <br />existing land uses include two hotels to the north, across Dublin Canyon Road; offices and <br />commercial uses, including the Stonebridge Shopping Center, to the east, across Foothill Road; <br />and single-family residences and a band of oak woodlands to the south and west. The City of <br />Pleasanton designates the project site as Retail/Highway/Service Commercial and Business and <br />Professional Offices. The site is zoned Central Commercial (C-C) District and Planned Unit <br />Development-Commercial-Office (PUD-C-O) District. <br /> <br />Project Background <br />In 2008, an Initial Study/Negative Declaration (IS/ND) was prepared for the PDR-804 Project. <br />The IS/ND evaluated the potential environmental effects associated with development of a <br />6,080-square-foot (sf), one-story restaurant with 50 parking spaces on the 1.16-acre site located <br />at 11991 Dublin Canyon Road. The IS/ND was adopted by Planning Commission in 2009 and a <br />Conditional Use Permit was approved for the PDR-804 project; however, the applicant did not <br />proceed with the project and the entitlements have since expired. <br /> <br />Project Description <br />The proposed project would require the removal of the majority of the project site’s hillside, <br />which would include grading, off-hauling of soil, and the installation of retaining walls.
