secure voluntary compliance, educate individual and business users, and allow for a <br /> more successful transition to electric equipment. <br /> STRATEGIC PLAN ALIGNMENT <br /> Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of <br /> Investing in Our Environment, Strategy 6 - Continue to implement priority items from the <br /> Climate Action Plan 2.0 (CAP) to lead by example in environmental sustainability. <br /> This effort of banning gasoline-powered leaf blowers and transitioning to electrification <br /> will help reduce the City's greenhouse gas emissions, accelerate progress towards <br /> carbon neutrality, and concurrently elevate public health and quality of life by improving <br /> air quality and reducing harmful noise levels. <br /> PUBLIC OUTREACH <br /> The CAP 2.0 included policy direction to consider a gas-powered leaf blower ban and <br /> electrification of small engine equipment. The public outreach process for the CAP 2.0 <br /> was over the course of two years and included more than 20 public meetings. There <br /> was a high level of support for this CAP action. <br /> For the current discussions around leaf blowers, staff conducted two virtual community <br /> outreach meetings - one for non-residential/commercial operators on September 14, <br /> 2023 and one for residential audiences on September 21 , 2023. Meeting notification <br /> included a notice to interested parties on the CAP 2.0 mailing list (sent to over 200 <br /> recipients), notification (via email) to registered landlords of residential, commercial, <br /> apartments, and property management, and landscape and gardener businesses with <br /> active business licenses with the City (670 total accounts6). Meeting information was <br /> also shared across the City's media platforms. <br /> There were expressions of support and opposition at the meetings. Those opposing the <br /> ordinance expressed disagreement and concerns with the rationale of the ordinance, <br /> including in regard to the performance of electric leaf blowers in comparison to gas- <br /> powered leaf blowers, questioning of the available statistics on gas-powered leaf <br /> blowers, proper noticing to the public about the ban on gas-powered leaf blowers, <br /> impacts on local gardening businesses and availability of services in Pleasanton, and <br /> the infrastructure needed to support the transition. <br /> Support for the ordinance to ban gas-powered leaf blowers highlighted addressing noise <br /> nuisance when working from home, reducing odors, addressing air quality via emissions <br /> produced, reducing the negative health impacts experienced by the user, phasing the <br /> ban, and positioning Pleasanton as a leader by advancing an environmentally friendly <br /> initiative. Some commenters (both for and against the proposed ordinance) questioned <br /> why the ordinance is only for the ban use of gas-powered leaf blowers and not all <br /> SORE. <br /> Total of 477 recipients and 193 undeliverable due to incorrect/inactive email address. <br /> Page 6 of 7 <br />
