CEQA <br /> An Initial Study/Negative Declaration was prepared for the CAP 2.0 which found <br /> impacts of the implementation of all the Plan's actions to be Less Than Significant. <br /> Since the adoption of the ordinance would be consistent with CAP 2.0, no further CEQA <br /> analysis is required. <br /> PUBLIC NOTICE <br /> Notice of this item has been published in The Valley Times and was noted in the <br /> Pleasanton Weekly as an upcoming agenda item for this City Council meeting. At the <br /> time this report was prepared, staff has not received comments regarding the proposed <br /> code amendments, other than those reported above from the two community meetings <br /> held. <br /> SUMMARY AND CONCLUSION <br /> Attachment 1, Exhibit A includes the proposed text amendments. As outlined above, <br /> based on various factors and considerations, the proposed amendments provide for a <br /> ban on gas-powered leaf blowers only, with implementation to begin starting in June <br /> 2024. The ordinance will complement and help to accelerate the efforts of the State to <br /> phase out gas-powered SORE, in accordance with City and statewide GHG reduction <br /> goals, and in alignment with CAP 2.0 and the City Council's goals and strategies. As <br /> noted, staff does not recommend a broader ban on SORE at this time, nor the <br /> imposition of time restrictions for the use of leaf-blowers and similar equipment, instead <br /> relying on existing noise ordinance restrictions to limit and control this type of nuisance. <br /> More broadly, a transition to electric equipment will lower noise levels since such <br /> models tend to be less noisy than similar gas-powered models.
