MOTION: It was moved by Pentin to direct staff to work on the parallel plan that was provided as <br /> an alternate plan. The motion failed for lack of a second. <br /> Councilmember Brown noted on the section between Bernal and Abbey, width is restricted, in <br /> part, because of gas lines running underground and there is plenty of width by the Firehouse Arts <br /> Center. She wondered about the width of the blocks in the middle. Director of Engineering <br /> Kirkpatrick reported the Firehouse Arts Center and further northeast is 100 feet and the eastern <br /> 25 feet was sold years ago to the adjacent property owner. He addressed useable space and <br /> useable widths along the channel. <br /> Councilmember Pentin said there is enough land depending on the amount of parking installed. <br /> Director of Engineering Kirkpatrick stated the design was based on staffs interpretation of <br /> Council's policy in terms of how to use the land. City Manager Fialho added the section having the <br /> most constraints is the part behind the old railroad station. <br /> Councilmember Brown felt that eight-feet is not a safe width and indicated it is a challenge to <br /> make this trail meet the requirements of safe crossing and still be able to meet the downtown <br /> parking demands. <br /> Councilmember Pentin noted the importance of distinguishing between a recreational rider and a <br /> road rider and agreed that eight-feet is not wide enough for public safety. He felt it will become a <br /> sidewalk which will not be accomplishing the City's goals. <br /> Councilmember Narum agreed that an eight-foot trail is not safe and cannot support the project as <br /> such. She supported the idea of maximizing parking and asked about the possibility of a plan <br /> between the parallel and the recommended plan that would result in a nine- or ten-foot trail by <br /> eliminating some parking. Director of Engineering Kirkpatrick reported staff has not studied any <br /> other alternatives in great detail and stated the design has been made with the idea of making the <br /> area as aesthetically pleasing as possible. He stated another idea was building another retaining <br /> wall on the west side, but landscaping and aesthetic features would be eliminated. <br /> Discussion followed regarding the possibility of installing handicapped parking on adjacent streets <br /> rather than on the corridor. Director of Engineering Kirkpatrick reported when constructing parking <br /> lots a percentage must be designated as ADA parking. <br /> Councilmember Testa commented on the need for parking and stated she would accept losing a <br /> few feet of landscaping instead of losing any parking. <br /> Mayor Thorne stated he has struggled with this because both points are valid. He indicated he <br /> would support having staff go back and look at the plan to consider other options. He stated he <br /> would not support having an eight-foot trail. <br /> MOTION: It was moved by Narum to direct staff to reconsider the design making the concrete <br /> trail a minimum of nine feet in width, not losing any more than 10% of the additional parking <br /> spaces in the current plan. <br /> Councilmember Testa stated she would not support the loss of any parking space. <br /> Councilmember Pentin noted the recommended was a minimum of an eight-foot trail with two feet <br /> on each side. He believed this would still not accomplish the goal of creating a safe, multi-use trail <br /> the way it needs to be created. <br /> Discussion followed regarding other paths that could be followed by bicyclists, the need for a <br /> standard, the need for parking and the possibility of sacrificing landscape in the pinch areas. <br /> City Council Minutes Page 8 of 10 June 18, 2019 <br />
