Director of Engineering Kirkpatrick believed that if landscaping is sacrificed and there is an option <br /> to using curves and walls on the west side, the City could get close to 91/2 to 10 feet width on the <br /> trail. <br /> City Manager Fialho said if the direction is to make the retaining wall as narrow as possible with <br /> the use of more steal, change some of the design characteristics and place an emphasis on <br /> reducing landscaping, in some cases, you may get to 9 and in others to 91/2 feet in width. Doing so <br /> will add inches, maybe one foot, and will have variations down the trail. If the motion is to sacrifice <br /> landscaping, first, then sacrifice parking, then he believed the eight-foot issue can be solved but <br /> not to the extent of making it twelve feet. <br /> Councilmember Narum restated her motion. <br /> MOTION: It was moved by Narum to direct staff to reconsider the design making the concrete <br /> trail a minimum of nine feet in width, from Abby to Bernal and to accomplish that through a <br /> combination of design adjustments but not losing any more than 10% of the additional 81 parking <br /> spaces in the current plan. The motion failed for lack of a second. <br /> Discussion followed regarding whether that plan would achieve any gains. <br /> MOTION: It was moved by Testa to approve staff recommendation with amendments asking staff <br /> to modify the landscaping to expand the trail wherever possible. The motion failed for lack of a <br /> second. <br /> Discussion followed regarding Peters Street being the route for bicycles and the trail being more <br /> suited for young families pushing strollers, young bicyclists and pedestrians. <br /> MOTION: It was m/s Thorne/Testa to accept staff recommendations. <br /> Councilmember Testa offered a friendly amendment to direct staff to expand the trail through <br /> sacrificing landscaping and Mayor Thorne accepted the amendment. <br /> Councilmember Brown offered a friendly amendment to further direct staff to make design <br /> adjustments but not losing more than 10% of the additional 81 parking spaces to achieve a wider <br /> trail. <br /> Mayor Thorne and Councilmember Testa accepted the amendment. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Testa, Mayor Thorne <br /> Noes: Councilmember Pentin <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Narum reported she and the Mayor have initiated the performance review process for <br /> the City Manager and City Attorney and advised Council colleagues to look out for emails regarding the <br /> matter. <br /> COUNCIL REPORTS <br /> Mayor Thorne reported Valley Link met its objectives and the feasibility study has been completed. <br /> City Council Minutes Page 9 of 10 June 18, 2019 <br />
