Task 4.2.1 Chemical System Alternatives Evaluation and Recommended Improvements for Wells 5,6,
and 8
It is anticipated that interviews with operational staff will reflect a desire to make modifications to the chemical
dosing systems to improve safety and allow better process control. Therefore,as part of this task,Carollo shall
perform an alternatives evaluation for implementation of upgrades to the fluoride, chlorine, and ammonia
dosing systems. The evaluations shall consider chemical material types(i.e.,dry material vs.liquid vs.on-site
generation where applicable),storage options, dosing options(i.e., pump options and/or venturi suction
devices),and control strategies. The evaluation shall include a pros/cons analysis that includes costs, ease of
implementation(i.e.,permitting,construction,etc.),ease of operation,and effectiveness/reliability based on
actual installs. The analysis will provide recommendations for standardization of chemical storage and feed
systems across the City's wells and tanks.
Task 4.2.2 Well Facility Alternatives Evaluation and Recommended Improvements for Wells 5,6,and 8
It is anticipated that the field assessments will find that the Ammonia Storage Shed and Chlorine Dosing
System Shed have reached the end of their useful life and will require replacement. It is also anticipated that
the Ammonia Pump Room and Fluoride Pump Room(located within the Well 8 building structure)will be
recommended for replacement to improve safety and/or code compliance. These structures may not be
sufficient to house the storage and dosing system upgrades recommended from the evaluation discussed
above. Therefore,as part of this task, Carollo will perform an alternatives evaluation for implementation of
improved chemical dosing and storage structures.Alternative locations for these structures may include(a)
rooms within or extended from the Well 8 building structure,(b)in the approximate location of the current
sheds,(c)in the approximate location of the current soil bin area(City would be responsible for determining the
feasibility of relocating to another portion of the site),or(d)in the Operations Laydown Area(City would be
responsible for determining feasibility of reducing the footprint of the current laydown area to accommodate).
The analysis will also evaluate centralization of chemical deliveries/storage.
Anticipated meetings associated with this task include:
• Alternatives Evaluation and Recommended Improvements Workshop—Provide the results of the
alternatives evaluations and present the preliminary list of recommended improvements for the City's
consideration and comment. The City shall confirm preferred alternatives prior to proceeding with the
Basis of Design Summary.
Task 4.3 Basis of Design Summary
Based on findings in Task 4,Carollo shall provide a TM that defines the project and can serve as the basis for
final design. Final design is not included in this scope of work. The TM shall include the following elements
for Wells 5,6 and 8:
• Description of recommended improvements.
• Design criteria for recommended improvements.
• Preliminary site/structure/equipment layout for recommended.
• Preliminary process and instrumentation diagrams(with brief control narrative),including the selected
chemical dosing systems upgrades.
• Preliminary electrical single line and load list, reflecting equipment upgrades.
7
