<br />__ build the senior housing depending on market conditions, and that they had management <br />approval to commence construction in 2003. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Pam Hardy, Ponderosa Homes, thanked staff for articulating the processes so clearly. She noted <br />that the zero energy house will be one of the model homes, which will be constructed as part of <br />Phase One at the end of2003. She anticipated the models to be opened in early 2004. They <br />expected to begin construction of the apartments in 2003, and had not completed their phasing <br />plans for the individual buildings of the apartment complex. They fully intended to begin <br />construction of the apartments in 2003. The mass grading would begin in June 2003, and would <br />last approximately eight to ten weeks. She noted that Phase One included substantial <br />improvements to the frontage, especially the roadway and utilities for Busch Avenue. She <br />expected the houses on Court D to be constructed in Phase Two, by the beginning of the second <br />quarter of 2004. <br /> <br />Commissioner Arkin suggested that Phase Four of the homes not be started until the senior <br />housing was started. He was not concerned about the integrity of the applicant, but noted that if <br />the project was sold to another developer, that the senior housing may never be built. <br /> <br />Ms. Hardy stated that would be acceptable. <br /> <br />r <br /> <br />Chairperson Maas noted that the construction would be dependent on the state of the economy. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Roberts moved to approve Tentative Tract Map 7381 as recommended by <br />staff with the following modifications: <br />. Condition 10 shall be modified to require the City to complete a study ofthe <br />sewer capacity; <br />.
