<br />r the goals set forth by the PUD so that the project would be developed satisfactorily. The phasing <br />plan includes the transfer of the additional ten feet of property along Maple Leaf Drive. <br />Additionally, the fence would help minimize the effects of construction in that area. <br /> <br />With respect to the Iron Horse trail, the applicant prepared a conceptual design for the trail. Staff <br />met with the representatives of the East Bay Regional Park District and the project engineer to <br />determine where the trail could be placed in relation to the homes and the utilities on the site. <br />Staff believed that a more detailed conceptual plan should be prepared to account for those items, <br />and added a condition that the detailed plan be brought before the Planning Commission prior to <br />any final map on the project. <br /> <br />Mr. Swift noted that with the attached conditions, the tentative map met all the requirements and <br />findings required by State law and the City's General Plan. Staff recommended approval subject <br />to the attached conditions. He noted that Condition #10 was not addressed at the PUD, which <br />discussed the potential to increase the size of the sewer line which ran northwesterly on Camp <br />Drive to Mohr A venue. The sewer line is a flat eight-inch line, and may not be sufficient to <br />handle future use. Staff recommended that Condition #10 be modified to require the City to <br />complete a study ofthe sewer capacity. If the sewer line needs to be increased, Ponderosa Homes <br />will construct the new line. If the flow is sufficient, but the line is increased to accommodate the <br />flows from Keywood and Kaiser, Ponderosa Homes would be a pro rata share of the costs. <br /> <br />/" <br /> <br />In response to an inquiry by Commissioner Roberts, Mr. Swift replied that the whole area will be <br />mass graded except for the two one-acre lots with existing houses. Their grades will stay the <br />same, and the fill will be added around them on the south, west, and east sides. <br /> <br />In response to an inquiry by Commissioner Roberts, Mr. Swift confirmed that the spare triangle <br />of land was not part of the church. He described the ownership and right of way of the triangle, <br />and added that the City would probably vacate the right of way in the future. He added that the <br />used trucks would be removed from the land. <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Swift noted that the kind of fill to be <br />used was regulated. He noted that Ponderosa would probably use excess dirt from a project in <br />Livermore, and added that most fill was obtained from quarries. <br /> <br />Mr. Swift noted that the grading of the Iron Horse Trail was more problematic because of the <br />presence of the gas line and utilities, and added that it may not be possible to add fill on top of <br />the gas line. He noted that one option was to lower the trail where the old train track had been <br />located, <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Swift replied that he did not know <br />when the zero energy house would be constructed. <br /> <br />In response to an inquiry by Chairperson Maas, Mr. Swift noted that the senior housing was not <br />part of any of the phasing described in the plans. The infrastructure that would support the senior <br />housing and the church would be built as part of Phase One.
