1140 <br />,. <br />of Councilman Olesen seconded by Councilman Amaral and with all the Council- <br />men in favor of same it was ordered that further information should be presented <br />the Council at which time consideration would be given as to the definite <br />needs of the department. Councilman'Amaral then took up the suggestion of <br />Mr. Letham with regards to additional members and the Clerk was instructed to <br />read the list as prepared. There seemed to be some objection on the part of <br />Councilman Amaral to the complete list and,- also he advised that something <br />should be done when the Fire Chief was out of town as regards having someone <br />in town in case of fire to direct the work. Councilman Madsen also spoke <br />with regards to the list of firemen and he recommended that Mr. W. H. Graham <br />be withdrawn on account of him being employed by the County and out -of -town. <br />He also recommended that Mr. Letham not be required to leave town for fire fighting <br />direction only when it was absolutely urgent. <br />The City Assessor then presented the assessment roll for 1935 and it was <br />.accepted by the Council. Arrangements were made for the council to set as a <br />Board of Equalization on Monday evening, August 12th a t . 8 o'clock and to remain <br />in session until 8:30 o'clock on that same evening and to meet at 8 o'clock <br />on th'e succeeding evering and such evenings as might be required to equalize <br />the assessment list etc. The Clerk was instructed to advertise the meeting <br />and to give general notice of same. <br />The annual audit of the municipal books by Edward Silve,r� was then <br />read by the Clerk, after which individual re orts were dis�i the Council. <br />On motion of Councilman Amaral, seconded by Eouncilman Olesen and with all <br />the Councilmen in favor of same the report was accepted as read. <br />Fire Chief Letham advised that the Department would hold a meeting in the <br />fire house the following evening, August 6th and that the Councilmen were <br />invited to attend. I <br />J. Manci.ni�,who had been contacted by Mr. Olesen and Clerk E. W. Schween,. <br />in connection with meeting Mr. J. F. Nelson of the Division of Highways, Depart- <br />ment of Public �lorks was present and introduced.. Mr. Mancini discussed a meeting <br />held on July 31st with Mr. Nelson and Mr. Montell of the Commission and Mewor <br />Orloff, Councilman Olesen and Clerk Schween. Also his meeting with Mr. Nelson <br />since then with reference to improving Division and St. Marys Street. He advised <br />that $3200.00 was available for the work, engineering and inspectors fees. He also <br />advised that it would not be necessary to rethr,ead the streets and that'a road <br />min& job would be all that would be required: He also advised to fi± the street <br />properly it would be necessary'to scarify it three to three and one -half inches, <br />grade and make a sub - grade, apply three applications asphalt road oil; He also <br />advised that funds were not available for the entire job but that Mr. Nelson <br />suggested going as far as funds were available for.Mayor Orloff then suggested <br />that in view of the condition of Division Street that he felt it would be best <br />to start the work from the bridge on the Arroyo, del Valle creek on Division <br />Street and to extend same as far as St. Marys Street,which in all probability <br />would bring the work to the Western Pacific tracks. He advised further that the <br />work would be the most economical way of spending the money. Discussion then <br />followed with IVIr. Mancini with reference to fees to be paid him. Mr. Iula.ncini <br />advised that his charges were 015.00 per day for office work and '25.00 per day <br />for field work. He suggested charging a fee on the contract price which,usulally <br />was from six to seven per cent as recommended by the American Society of <br />Engineering -as per their schedule. In connection with the local job he advised <br />he would ask eight per cent of the contract price to prepare plans and specifications <br />and for submitting them to the Division of Highways, Department of'Public Works. <br />On motion of Councilman Amaral seconded.by Councilman Madsen and with all the <br />Councilmen in favor of same Mr. Mancini's proposition was accepted. Mr. Mancini <br />then advised that he would like to make certain street tests and he wished help <br />and Mr. Rodrigues was instructed to assist him. <br />The Clerk then brought up the Memorandum of Agreement received from:the <br />`Division of Highways, Department of Public Works with reference to the one - quarter <br />cent gas tax allocation accuring to the Town of Pleasanton for the 1935 -37 biennium. <br />Following advice from Attorney Nilson xith regards to same and to the affect that <br />it would be alright for the municipality to sign same, Resolution 1554was then <br />introduced authorizing the Mayor to execute in duplicate the memorandum of agree- <br />ment and the Clerk to sign same and to forward it with the memorandums to the <br />Division of Highways. This was done on motion of Councilman Madsen, seconded <br />by Councilman Amaral and with all the Councilmen in favor of same. <br />On account of the lateness of the hour there were no committee reports <br />presented. However, Councilman Olesen made a few remarks with reference to the <br />SERA project now in effect and to be concluded August 15th. City Clerk E. W. <br />Schween was called upon by Councilman Olesen to report further with regards to <br />the work and his visits to Oakland headquarters. IVir. Schween then told what the <br />new set up after August 15th would be and also that he had submitted a project <br />for additional feet as regards curb and gutter. He also advised that on his onn <br />initiative he had taken up with headquarters the slope wall on Division Street <br />and he read a communication from the WPA to the affect that a preliminary <br />estimate of the work according to the sketch of same prepared by the County <br />Surveyor's office in February, 1934 would entail an e xRenditure of approximately <br />$8500, same being itemized as follows: Labor by WPA p55OO.00; Materials by <br />WPA, ��1300.00; Materials and supervision by sponsors (Town of Pleasanton) <br />$1700.00. He also advised that the $1700 contributed would apply to money <br />spent to pay superintendent plus proportion of materials and also that WPA labor <br />would be available for washing the gravel if that was necessary. The Council <br />was in hearty accord with Mr. Schween's proposition to have something done and <br />the matter was ordered laid over for a future meeting and discussion. <br />
