THE CITY OF ~ O <br />CITY COUNCIL AGENDA REPORT <br />PL~t~S~4NTONo <br />February 3, 2009 <br />City Manager's Office/ <br />Community Development Department <br />TITLE: APPROVAL OF STAPLES RANCH DEVELOPMENT RELATED <br />PLANNING DOCUMENTS INCLUDING THE ENVIRONMENTAL <br />IMPACT REPORT (EIR), ENVIRONMENTAL FINDINGS, STATEMENT <br />OF OVERRIDING CONSIDERATIONS, MITIGATION MONITORING AND <br />REPORTING PLAN, THE STONERIDGE DRIVE SPECIFIC PLAN <br />AMENDMENT, REZONING/PREZONING OF STAPLES RANCH <br />PROPERTY TO THE PLANNED UNIT DEVELOPMENT (PUD) <br />DISTRICT <br />SUMMARY <br />This Staples Ranch project is a City Council priority as reflected in the Council's <br />approved work plan, which calls for the implementation of the Staples Ranch <br />Memorandum of Understanding (MOU). The MOU, which was approved by the City <br />and County in April 2006, contemplates working with the Alameda County Surplus <br />Authority (ACSPA) and future property owners, to develop a specific plan to construct a <br />17 acre community park, 37 acre auto mall, 45 acre continuing care community and 11 <br />acre commercial/retail center. The MOU also contemplates Stoneridge Drive as a cul- <br />de-sac serving the community and neighborhood parks and the continuing care <br />community with a separate cul-de-sac to the east serving the auto mall, the retail center, <br />and if approved at a later date, the ice skating facility. The Planning Commission is <br />recommending approval of the Staples Ranch project EIR, specific plan, and <br />rezoning/prezoning consistent with the principles reflected in the approved MOU. <br />If the Council approves these planning documents, the developers of the individual <br />project sites will apply for additional entitlements, such as PUD development plans and <br />a development agreement. If and when all the development documents have been <br />approved by the City, the City and the ACSPA will apply to the Alameda County Local <br />Formation Commission (LAFCo) to annex the property to Pleasanton. <br />PLANNING COMMISSION RECOMMENDATION <br />At its meeting of October 22, 2008, the Planning Commission (Attachment 11) <br />recommended: <br />1. Certification of the Final Environmental Impact Report (FEIR), and approval of the <br />Environmental Findings and the Statement of Overriding Considerations. <br />2. Approval of the Stoneridge Drive Specific Plan Amendment/Staples Ranch project, <br />with a modification to design standard 2.2.5, adding the text underlined below: <br />
