14
THE CITY OF
_ f . G..1.
a la L EAiiiSANTON4. CITY COUNCIL AGENDA REPORT
September 18, 2018
City Manager
Finance
Community Development
TITLE: CONSIDER RESOLUTION AMENDING THE MASTER FEE SCHEDULE
EFFECTIVE JANUARY 1, 2019 TO INCLUDE CHANGES TO CAPITAL
FACILITY, TRANSPORTATION AND AFFORDABLE HOUSING
DEVELOPMENT IMPACT FEES
SUMMARY
The proposed update to the City's Development Impact Fees is a Council priority.
Since the 1980s, the City established several development impact fees to mitigate the
impact of new housing and commercial developments on the City's facilities,
infrastructure, and available affordable housing. The City's development impact fees
were established pursuant to AB 1600. These fees were last restructured in 1998. City
staff worked with Economic & Planning Systems (EPS) to update these development
impact fees based on the adopted General Plan and other related planning documents.
Staff previously issued draft reports outlining the methodology and the maximum
Development Impact Fees the City could charge.
Staff initially presented the draft Development Impact Fee study at the May 1, 2018 City
Council meeting subsequent to which staff made presentations to the City's Economic
Development and Vitality Committee (EVC), Chamber of Commerce, Planning
Commission and at a public workshop. Based on feedback received from stakeholders
and other factors such as development impact fees of neighboring cities, staff
developed recommended Development Impact Fee levels. Staff presented those
recommendations to the EVC, City Council and Chamber of Commerce in August and
September of 2018. In addition, staff developed three alternative Development Impact
Fee scenarios for Council consideration.
RECOMMENDATIONS
Staff recommends that Council adopt a resolution amending the Master Fee Schedule
to include proposed changes to the Capital Facility, Transportation and Affordable
Housing Impact Fees.
