shall be submitted to the Planning Commission and <br />Council, who will jointly review the projects. <br />This latter review shall be in accord with the <br />requirements of California law relating to zoning <br />and general plans and the California Environmental <br />Quality Act. Regular notifications pursuant to <br />those laws will be given. The final selection of the <br />approved project(s) shall be at a public hearing. <br /> <br />The City Council shall use the following criteria <br />in selecting the project(s): <br /> <br />(1) Location and the appropriateness of the <br /> particular project to the location. <br /> <br />(2) Affordability of for-sale units and whether <br /> rental units are included. <br /> <br />(3) Design: attractiveness, site suitability <br /> and efficiency of the use of the land. <br /> <br />(4) Probability of performance by the builder <br /> and the likely timing involved. <br /> <br />(5) Degree to which the proposed project meets the <br /> goals of the Housing Element of the General Plan. <br /> <br />The chosen project(s) will be given priority process- <br />ing through city review processes ("fast tracking"). <br />Developer will be given a definite date when building <br />permits will be issued in consideration for his <br />participation in this program. <br /> <br />Collection of major city development fees shall be <br />postponed where possible until certificates of <br />occupancy are issued to complete dwelling units. <br />City will work with other local fee collection <br />agencies to encourage postponement of collection <br />of their fees where possible. <br /> <br />Any outside plan checking or staff overtime costs <br />involved in "fast tracking" shall be absorbed by <br />the city. <br /> <br />Sewer capacity shall be guaranteed for a specified <br />period of time for the chosen project(s). <br /> <br />The developer(s) of project(s) selected by the city <br />shall negotiate an agreement guaranteeing affordability <br />of units to target groups, permit issuance date, <br />construction commencement target, estimated develop- <br />ment and sales schedule, and completion date with <br />penalty schedule. <br /> <br />-2- <br /> <br /> <br />
