The City Council reserves the right to deny all <br />projects if acceptable proposals, as determined <br />in its sole discretion, are not submitted. <br /> <br />Section 3: Affordable Housing Proposals. The following are <br /> general guidelines for submission of projects to the <br /> affordable housing competition. <br /> <br />Developer may propose a project of any size <br />(understanding that the Council expects to <br />approve approximately 200 units). <br /> <br />There shall be no preconceived zoning or development <br />standards required of the proposed project so that <br />proposals can have maximum flexibility with regard <br />to density, parking, landscaping, on-site improve- <br />ments, type of dwelling units, etc. <br /> <br />Any location in the city or an area adjacent to <br />the city will be considered. No pre-existing zoning <br />or General Plan designations sanctioning the proposed <br />use or density on the property proposed will be <br />required. <br /> <br />A project submitted for review may consist of mixed <br />uses, such as a combination of residential and office, <br />retail or industrial uses. Full city review, fees, <br />and other requirements shall apply to any non- <br />residential portion of such project. <br /> <br />There shall be no resale, rent or other similar <br />controls imposed by the city after initial occupancy <br />of a dwelling unit within the chosen project; however, <br />developer shall provide a priority system for sale <br />of units acceptable to the city which targets <br />appropriate income groups for affordable housing. <br /> <br />For example: <br />First priority - owner/occupant in target income range. <br />Second priority - first-time buyers owner/occupant <br /> above target income range. <br />Third priority - all other owner/occupant buyers. <br /> <br />(This is intended as an example onl , developers may <br />submit their own priority schedule.~ <br /> <br />The level of information required for each proposed <br />project submitted for evaluation shall be that infor- <br />mation outlined in the "Guide for Design Review <br />Submittal" as modified for this project and available <br />in the Department of Planning and Community Development <br />of the City of Pleasanton. <br /> <br />Developer must have fee title or an equitable interest <br />such as an option agreement in the property prior to <br />submittal of a proposed project to the competition. <br /> <br />-3- <br /> <br /> <br />
