in the first year. In subsequent years the City Council may <br />withhold some units for long-term development agreements not <br />yet executed but for which the City Council determines will <br />be used during that year by new projects choosing to enter <br />long-term agreements. <br /> <br />In setting the annual housing target, the City Council may <br />set either a total number of units available or a total made <br />up of subtotals for various categories of projects, such as <br />single-family projects or multiple projects. If the latter <br />method is chosen, the City Council shall define the categories <br />at the time of setting the annual housing target. <br /> <br /> (b) Maximum Project Size - At the time of setting the <br />yearly allocation for smaller projects, the City Council <br />shall set the maximum number of units for which any project <br />may receive development approval. For purposes of this <br />section, the project shall refer to the project in its <br />entirety as approved and/or reviewed by the governmental <br />reviewing body acting upon a project submitted. In other <br />words, a PUD approved as an 80-unit project may not apply as <br />two 40-unit projects if the maximum project size is, say, 50 <br />units. The 80-unit project must apply as an 80-unit project, <br />designating the 50 units or fewer for which it wishes <br />development approval for that annual period. When a portion <br />of a project has received development approval through <br />either prior RAP approvals or exemptions or this growth <br />management process, the remaining portion of the project is <br />the "project" for the purposes of this section. <br /> <br /> (c) Application Procedure - At the time of setting the <br />yearly allocation for smaller projects, the City Council <br />shall establish a one week period during which applications <br />for development approval will be accepted initially. The <br />one week period set shall be in the discretion of the City <br />Council but should be set within one month of the setting of <br />the yearly allocation for smaller projects. Applications <br />fully completed and accompanied by the fee set by resolution <br />will be accepted by the Planning Division during that one <br />week period. If the total number of units applied for <br />during the one week period does not exceed the yearly <br />allocation for smaller projects, applications will continue <br />to be accepted throughout the year by the Planning Division. <br />If the total number of units applied for exceeds the yearly <br />allocation, no further applications will be accepted until <br />the succeeding year's application period. <br /> <br /> (d) Selection Procedure. The manner of granting <br />development approval to smaller projects shall depend upon <br />the relationship of the total units applied for and the <br />yearly allocation during the one week initial application <br />period.
