Section 20. Promotion <br /> <br />Promotional or open-promotional examinations may be <br />conducted whenever in the opinion of the Personnel <br />Officer the needs of the service require. Only employees <br />who meet the requirements set forth in the examination <br />announcements may compete in promotional examinations. <br /> <br />Insofar as consistent with the best interests of the <br />service all vacancies in the competitive service shall <br />be filled by promotion from within the competitive service <br />after a promotional examination has been given and a <br />promotional list established. <br /> <br />When the needs of the service so require, an employee <br />meeting the minimum qualifications may be temporarily <br />promoted to an authorized position on an "acting" basis. <br />While serving in the position the employee temporarily <br />promoted shall be paid the minimum rate of pay for the <br />classification except that said rate of pay shall be no <br />less than 5% above the employee's normal rate of pay. <br /> <br />Nothing in this section, however, shall restrict a <br />department head from requiring an employee possessing the <br />minimum qualifications to serve in a higher classification <br />without an adjustment in compensation for a period not to <br />exceed five (5) consecutive working days. <br /> <br />If, in the opinion of the Personnel Officer, a vacancy in <br />the position could be filled better by an open-competitive <br />examination instead of promotional examination, he/she <br />shall arrange an open-competitive employment list <br />consistent with the Personnel Rules. <br /> <br />Section 21. Transfer <br /> <br />An employee may be transferred by the Appointing Authority <br />to a comparable position. For purposes of this section a <br />comparable position is one with the same maximum salary, <br />involving the performance of similar duties and requiring <br />substantially the same minimum qualifications. <br /> <br />If the transfer involves a change from one department to <br />another both department heads must consen~ thereto unless <br />the City Manager orders the transfer for purposes of <br />economy and efficiency. Transfer shall not be used to <br />effect discipline or a promotion or advancement. <br /> <br />-32~ <br /> <br /> <br />
