SERVICES TO BE PERFORMED BY CONSULTANT: Consultant shall perform In a diligent and professional manner the following services: a. Review and analyze all available financial and engineering data pertinent to the establishment of water services provided by the City, including, but not limited to the following: (1) The City's budget cost centers and funding requirements for water service as they relate to operation, maintenance, capital outlay, and debt service. (:Z) Existing City water service charge and connection fee ordinances. (3) Water system revenue bond resolutions and covenants as they relate to service charges and other water system revenues. (4) Capital investment and capacities in the City's water systems as they relate to pumping, transmission, and distribution. (5) Available data from the City and/or its engineering consultants as they relate to present and anticipated near-term future user water demands. b. Based on the foregoing analysis, prepare and submit to City at Consultant's expense a written report, containing, in addition to other information, the following: (1~ A discussion of the City's p,-esent and near term future water service funding requirements based on a tentative schedule of planned improvements and maintenance and operation costs. (2) Evaluation of water service costs centers and a cost allocation rationale which will facilitate the establishment of user rates, connection fees, and other appropriate charges in future years. (3) Recommend a schedule of water service rates, connection fees, and other c~arges; and recommend revisions in the Cityfs ordinances which may be appropriate to meet present and near term future funding requirements, including operation, maintenance, renewal and replacement costs of the water system.
