SERVICES TO BE PERFORMED BY CONSULTANT: Consultant shall perform In <br /> <br /> a diligent and professional manner the following services: <br /> <br /> a. Review and analyze all available financial and engineering data pertinent <br /> <br /> to the establishment of water services provided by the City, including, but <br /> <br /> not limited to the following: <br /> <br /> (1) The City's budget cost centers and funding requirements for water service <br /> as they relate to operation, maintenance, capital outlay, and debt service. <br /> <br /> (:Z) Existing City water service charge and connection fee ordinances. <br /> <br /> (3) Water system revenue bond resolutions and covenants as they relate to <br /> service charges and other water system revenues. <br /> <br /> (4) Capital investment and capacities in the City's water systems as they relate <br /> to pumping, transmission, and distribution. <br /> <br /> (5) Available data from the City and/or its engineering consultants as they <br /> relate to present and anticipated near-term future user water demands. <br /> <br />b. Based on the foregoing analysis, prepare and submit to City at Consultant's <br /> <br /> expense a written report, containing, in addition to other information, the <br /> <br /> following: <br /> <br /> (1~ A discussion of the City's p,-esent and near term future water service funding <br /> requirements based on a tentative schedule of planned improvements and <br /> maintenance and operation costs. <br /> <br /> (2) Evaluation of water service costs centers and a cost allocation rationale <br /> which will facilitate the establishment of user rates, connection fees, and <br /> other appropriate charges in future years. <br /> <br /> (3) Recommend a schedule of water service rates, connection fees, and other <br /> c~arges; and recommend revisions in the Cityfs ordinances which may be <br /> appropriate to meet present and near term future funding requirements, <br /> including operation, maintenance, renewal and replacement costs of the <br /> water system. <br /> <br /> <br />
