Implementation Program 1: To continually monitor
and, when necessary, adjust the growth management
program in order to facilitate the meeting of future
housing and environmental goals and needs.

The growth management program is the single most important local
housing tool. One of its main purposes, as described elsewhere,
is to ensure that residential development is environmentally
sound. To a great extent the growth management program is a
flexible tool that has been, and can be further modified to
address local housing needs.

Implementation Program 2: To approve only those
housing developments which are in harmony with their
physical and cultural surroundings.

Local provisions for design review (including subdivision review
procedures and planned unit development review) enable the City
to modify projects to fit into their surroundings. Projects
clearly out of harmony with their environs may be denied devel-
opment approval.

Implementation Program 3: To continue stringent
environmental impact review of all new housing

developments.
