Implementation Program 1: To continually monitor <br />and, when necessary, adjust the growth management <br />program in order to facilitate the meeting of future <br />housing and environmental goals and needs. <br /> <br />The growth management program is the single most important local <br />housing tool. One of its main purposes, as described elsewhere, <br />is to ensure that residential development is environmentally <br />sound. To a great extent the growth management program is a <br />flexible tool that has been, and can be further modified to <br />address local housing needs. <br /> <br />Implementation Program 2: To approve only those <br />housing developments which are in harmony with their <br />physical and cultural surroundings. <br /> <br />Local provisions for design review (including subdivision review <br />procedures and planned unit development review) enable the City <br />to modify projects to fit into their surroundings. Projects <br />clearly out of harmony with their environs may be denied devel- <br />opment approval. <br /> <br />Implementation Program 3: To continue stringent <br />environmental impact review of all new housing <br /> <br />developments. <br /> <br /> <br />
