Balancin~ Housin~ Needs and the Environment <br /> <br />Subgoal V <br /> <br />It is the goal of the City of Pleasanton to balance <br />housing needs with provisions for the protection <br />of the environment° <br /> <br />Because the general plan is a comprehensive document made up of <br />numerous elements which might yield seemingly incompatible or <br />competing goals, a conscious effort must be maintained to assure <br />the plan's internal consistency. <br /> <br />Policy 1 <br /> <br /> It is the policy of the City of Pleasanton <br /> to strive to preserve and enhance environ- <br /> mental quality in conjunction with the <br /> development of housing. <br /> <br />Urbanization must be critically evaluated in keeping with national, <br />state and local environmental protection policies. In Pleasanton <br />CEQA (the California Environmental Quality Act) and the growth <br />management program are the major tools for achieving this end. <br /> <br />-40- <br /> <br /> <br />
