The California Environmental Quality Act requires that all devel- <br />opment be environmentally assessed. This process is among the <br />most stringent of any of those outlined by the environmental <br />review statutes of all the various states. <br /> <br />Policy 2 <br /> <br /> It is the policy of the City of Pleasanton to <br /> encourage the utilization of passive and active <br /> solar energy collection systems and other energy <br /> saving measures in residential development. <br /> <br />High energy costs will continue to increase and shock local consumers. <br />Communities can reduce their dependency on dwindling conventional <br />energy sources by actively encouraging residential developments to <br />include energy saving measures. <br /> <br />Implementation Program 1: To consider building ori- <br />entation, street layout, lot design, landscaping and <br />street tree configuration in subdivision review for <br />purposes of solar access and shading. <br /> <br />Staff will examine and possibly propose changes to the orientation <br />of homes and lots in order to maximize solar access.
