Many downtown public facilities are substandard in terms of <br />today's requirements. In order to encourage private investment <br />in downtown properties and to make public investment (such as <br />through rehabilitation grants and loans) more effective, numerous <br />public improvements are in order. These range from replacing <br />short segments of water and sewer lines to more substantial <br />street reconstruction projects. <br /> <br />Policy 4 <br /> <br /> ...to encourage the maintenance of safe, <br /> and well kept housing, City-wide. <br /> <br />sound <br /> <br />Aside from the aesthetic benefits of well maintained neighbor- <br />hoods, property values can be enhanced as well.
