Implementation Program 1: To eliminate any zoning <br />classification which would create the potential for <br />the removal of historically and/or architecturally <br />significant residential structures. <br /> <br />In some cases the incentive to remove a significant historic <br />structure may come from the land value of the subject property <br />for other uses such as higher density residential or commercial <br />development. Steps should be taken to insure that zoning does <br />not facilitate the loss of these structures. Generally speaking <br />R-1 zoning can be employed to encourage preservation and rehabil- <br />itation. <br /> <br />Policy 2 <br /> <br /> ...to eliminate all substandard housing con- <br /> ditions within the community. <br /> <br />There are several effective means to deal with substandard housing <br />conditions.
