constraints which must be considered when seeking the provision of <br />adequate housing. Section IV offers conclusions upon which housing <br />goals and policies are based. <br /> <br />In addition to the main text of the Element, two appendices are <br />included: a) Housing Program Summary and b) Growth Management <br />Ordinance. The Housing Program Summary sets forth a five-year <br />schedule of action to implement the policies and achieve the goals <br />and objectives of the Housing Element. The Growth Management <br />Ordinance describes how the City intends to manage residential <br />growth in the future. <br /> <br />RELATIONSHIP TO OTHER ELEMENTS <br /> <br />The Housing Element relates most closely to the Land Use and Circu- <br />lation Elements of the General Plan. Those elements define the <br />areas set aside for residential development and propose a circu- <br />lation system that serves to integrate the various land use areas <br />of the community. The Growth Management Element of the plan also <br />relates directly to the Housing Element in laying out the basis <br />for the allocation of residential development approvals in Pleasanton. <br /> <br />The remaining General Plan elements serve to support the Housing <br />Element by enunciating policies related to public health, safety, <br />and urban development in an effort to foster the highest quality <br />of life possible for the entire community. The responsibility of <br />local decision-makers is one of balancing community development <br />policies through the planning process as supported by all the <br />General Plan elements. The objectives of the process are to <br />strive for logical consistency and to maintain the integrity of <br />the General Plan. <br /> <br />-3- <br /> <br /> <br />
