It has received extensive review through a citizen <br />participation process in order to reflect the ideas and concerns <br />of the community. <br /> <br />The Housing Element is one of the most important elements of the <br />General Plan. The element has relevance to both social and <br />physical aspects of community development, and it supplements <br />most directly the land use and circulation elements of the plan. <br />The interaction of the Housing Element with other elements of the <br />General Plan provides for an internally consistent plan which <br />integrates goals and policies for the provision of adequate housing <br />and balanced community development. <br /> <br />SCOPE: COMPONENTS OF THE HOUSING ELEMENT <br /> <br />The Housing Element is divided into three general sections in <br />addition to this introduction. Section II describes the essential <br />core of the Housing Element, i.e. those housing goals, policies, <br />and implementation programs which will guide the City in addressing <br />the issue of housing. These are classified under six general themes: <br /> <br />A. Adequate and Affordable Housing <br /> <br />B. Housing Preservation and Rehabilitation <br /> <br />C. Standards and Plans for Adequate Sites <br /> <br />D. Equal Housing Opportunity <br /> <br />E. Balancing Housing Needs and the Environment <br /> <br />F. Citizen Participation <br /> <br />Section III assesses the housing need based upon population, housing, <br />employment and land use data.
